In Gandoh, a draftsman calls the shots for 20 yrs | | | Early Times Report
Jammu, Sept 28: A draftsman is virtually calling the shots in Gandoh area of Doda district for around two decades. Irshad Ahmed has been working in sub-division Gandoh in the Irrigation and Flood Control Department as draftsman at a stretch for over 20 years. Five months ago, he was transferred to the office of Executive Engineer Irrigation Division Doda. But such is his clout that he got himself transferred back to the sub-division Gandoh "to carry on his nefarious nexus with some local contractors," sources told Early Times. They said a draftsman cannot be transferred back in the same place within five months as the rules and regulations do not permit it. Sources said though there are competent junior engineers posted in the sub-division who are well conversant with the technical knowledge to execute the works in the field, "an incompetent person, who is hand in glove with his bosses and local contractors, has again been assigned most work of junior engineers." "In addition to his own duties as a draftsman, he is executing works which otherwise should be assigned to engineers of the Irrigation and Flood Control Department. The job of a draftsman and junior engineer is entirely different in nature. But nobody gives a damn to the rules and regulations. A number of complaints were lodged against the draftsman with the higher authorities as well as the Vigilance Department. But due to his money power and political clout, the draftsman has been keeping everyone in good humour," said sources. "The 20 years of posting in one place has made him strong enough to build an unbreakable nexus between his bosses and local contractors, hence monopolizing the whole sub-division Gandoh," said sources. No senior official of the civil administration was available for comment over the issue. |
