Army finally softens stand on vacating JU land | Can Mattoo- Nirmal team mitigate JU's woes? | | Early Times Report Jammu, Oct 2: Several years later, Jammu University, the premier centre of learning in the region and entire state, which is asphyxiated for pressing constraint of space, is hopeful of getting back the crucial chunk of land that is under the occupation of the Army for decades. With Dr. Nirmal Singh, JU's alumnus and professor in History in the Dy CM's chair and former VC Prof. Amitabh Mattoo's writ carrying stamp of the CM, University fraternity is hopeful of redeeming its legitimate holdings which it has been deprived for such a long time. JU has become a mad house of traffic with vehicles being parked on either side of the narrow roads in the absence of a modern parking area and more importantly, University's expansion plans in terms of starting new departments which have been approved by the UGC have been shelved due to constraint of space. A huge chunk of land belonging to JU has been under the occupation of the Army, wherein it has constructed residential building for a top level officer and extended a part of its transit camp. It is however not the first time that such a favourable consternation of officers/political leaders has emerged on Jammu's horizon. Earlier, when Prof. Mattoo was the VC JU , son of the soil, General NC Vij was the Army Chief and another son of the soil, Prof, Chaman Lal Gupta was the Union Minister of state for defense, the University administration had aggressively pursued its case for revocation of its land from Army occupation, but despite so many suitable permutations, Army refused to oblige. "Army was very straight forward in exerting that they needed that land. They however agreed to vacate if they were given an alternate land of equal market value, which was estimated at Rs. 400 crores at that point of time" said a senior university officer, who did not want to be quoted. Meanwhile in a significant decision, taken in a meeting chaired by the CM recently, the Western Command of the Army, under whose jurisdiction the three districts of Jammu, Samba and Kathua fall, gave a categorical assurance to vacate the land for expansion of Jammu University and the Government ordered the authorities to find out substitute for the Army. Sources said the process for vacation of land would start within the next three months. GOC-in-C Western Command Lt Gen KJ Singh, who was not present in the Conference, had recently assured Deputy Chief Minister Dr Nirmal Singh on vacation of the land for expansion of Jammu University. "The Army has agreed in principle to provide the land, north of road adjoining the campus, for expansion of Jammu University precincts. A Committee will be constituted to work out modalities for transfer of the land.," sources said, adding the Chief Minister directed the Divisional Commissioner, Jammu Pawan Kotwal to identify an alternate patch of land for the Army in lieu of the Jammu University land within the three months. With CM Mufti Mohammad Sayeed making it categorically clear that Army should withdraw from civilian areas and confine its presence to the border areas only, hope has also soared that many other areas under Army's occupation in Jammu shall also be vacated. |
