From Gen Musharraf's 4-point formula to Sharif's peace plan | | | Pakistan Prime Minister,Nawaz Sharif,has mooted a four-point peace plan with India.But his peace plan is a covert diplomatic move to further internationalise the Kashmir issue.This four - point peace plan comes after over eight years' of former Pakistan military ruler,Gen. Parvez Musharraf's four-point formula for settlement of the Kashmir issue.In fact there is a difference between Sharif's four-point peace plan and Gen. Musharraf's four-point formula for resolving the Kashmir issue.But the basic contour of the two proposals was to create a situation in which India lost its legal and constitutional control over Jammu and Kashmir. Even while raking up the Kashmir issue during his address to the UN General Assembly in which he described Kashmir as a land under foreign occupation can Nawaz Sharif expect India to accept his four-point peace plan ? Certainly not when his peace plan is designed to blame India for the 70-year long conflict between the two sides.India has no idea of accepting Sharif's four-point peace plan when New Delhi had eight years ago rejected Gen.Musharraf's four-point formula for resolving the Kashmir issue. This time also India has rejected Nawaz Sharif's peace plan and has suggested to him to end terror if he wanted to have talks for resolving various bilateral issues. Nawaz Sharif has proposed that India and Pakistan begin with ending the firing at the Line of Control, "formalise and respect" the 2003 ceasefire and ask the United Nations Military Observer Group in India and Pakistan to verify it. Sharif proposed a "no use of force" agreement. Finally, he proposed steps to "demilitarizse Kashmir" and "mutually withdraw troops from the Siachen."He has suggested that India and Pakistan should initiate steps to demilitarize Kashmir.Fourthly he has suggested withdrawal of troops from the Siachen glacier.India didn't respond to Sharif's peace proposals in its statement, but said that Pakistan must keep its commitment to the Shimla Accord, and its 2004 declaration on stopping support to terrorism. "On each occasion, it is India that has extended the hand of friendship. India remains open even today to engage Pakistan on outstanding issues in an atmosphere free of terrorism and violence. Well as far as Nawaz Sharif's suggestion on demilitarization of Kashmir is concerned it may not be acceptable to India because Pakistan continues to export terror to Jammu and Kashmir and to other Indian states. In fact as a result of two-decade long proxy war against India, launched by Pakistan,the Government has not been able to reduce the deployment of Army and the paramilitary forces in Jammu and Kashmir. Hence any suggestion to demilitarize the State could not be acceptable to India. His suggestion that the UNMOG be further strengthened to monitor ceasefire violations was part of Islamabad's plan to further internationalise the Kashmir issue. Sharif should have known it better than anybody else that India has stopped granting any recognition to the UNMOG for the anti-India bias its officials have adopted in the past. As far as his views on ceasefire violations are concerned Sharif should know it that during the last over one year Pakistani troops and the R angers have been responsible for violating ceasefire on the LoC and on the and the Indian troops simply retaliated as part of its defence mechanism. India treats the Kashmir issue as a bilateral problem which needs to be resolved through amicable negotiations.And as such there is no scope for any triangular parleys which would facilitate involvement of Kashmiri separatists in the talks.Had New Delhi been interested in involving separatists in talks it would have resumed the process of dialogue with them which stands stalled since 2006.This way India may not feel enthused over the four-point peace plan of Nawaz Sharif . |
