One year on, work on 850 MW Rattle HEP still suspended

Srinagar Oct 6: More than 13 months have passed since the GVK Powers limited and its sub contractor L&T suspended work on prestigious 850 MW Rattle Hydro Electrical Power Project under construction on river Chenab in Drabshala area of Kishtwar District, but the state government has failed to get the construction work restored.
Interestingly, the reply of the department of PDD in response to a starred question in the state legislative assembly, over the project has revealed ambiguity on part of the government on the MoU with the company. As per the details available with ET, in response to CQ No. 91 of MLC Sajjad Ahmed Kichloo on the present status of various hydro electrical power projects under State, Central/Joint venture in the state, Minister incharge Power apparently in order to distance itself from the controversy over the MoU signed between the company and government ensuring 80% jobs to the local unemployed youths neither mentioned the name of the company nor the MoU to which the question pertains. The minister also gave contradictory answer to the specific question seeking the present status of 850 MW Rattle HEP Drabshala that the project was awarded to M/S GVK in the year 2010 for implementation while in actual the said company has abandon the project more than a year ago. While talking to ET, Sajjad Ahmed Kichloo said that minister's answer is contradictory to the situation on ground, adding that the unemployed youths including skilled and unskilled are mentally harassed due to closure of Rattle power project. "The previous government after doing lot of ground work started the project with the aim that local unemployed youths will get job opportunities" he averred. He said that like Rattle, companies executing projects under joint venture and central sector had denied jobs to local youths and instead absorbed the people from outside the state.
