Early Times Report

Kishtwar Oct 6: Eve teasing around coaching centres here has evoked severe reaction from the civil society. A deputation of prominent citizens of Kishtwar today met Deputy Commissioner Kishtwar Saughat Biswas to apprise him about the problem. The deputation informed DC Kishtwar about orders issued by J&K High Court and district administration vide order No 75-84/DM/K Dated 20-05-2015 regarding the relocation of coaching centers from the present residential areas which is creating lot of nuisance in these areas. They further said that it is a matter of shame that presence of these centers have become a hub of eve teasing, drug addiction and other anti social activities. The deputation said that the owners of these coaching centers have given a free hand to these hooligans to keep greasing their palms having no control on the students.
The deputation referred the detailed circular issued by the state government vide order No 435-edu of 2010 dated 30-04-2010 regarding the guidelines for the registration, location and functioning of the tuition centers, added that no such institution in Kishtwar falls within the parameters of these guidelines.
They said that these centers are functioning in residential areas having no adequate facilities as depicted in the guidelines which is in violation of the government orders, thus making mockery of the whole educational system.
They said that it has already been agreed by the administration to relocate these centers to noise free areas and necessary orders have already been passed by the administration, but yet not implemented.
Senior citizens requested DC Kishtwar to direct them to organize separate classes for boys and girls till arrangements were made by the coaching institute and urged upon DC Kishtwar to expedite the process of relocation of coaching centers. Senior citizens show apprehensions that in case the issue is not taken seriously, it might take some ugly turn in future and submitted a written memorandum to DC Kishtwar dully signed by various prominent citizens.
DC assured the senior citizens that he will personally look in to the matter and will try to address the issue within week's time.
It is pertinent to mention that many coaching institutes function during school timing wherein government teachers, masters, lecturers and college professors were teaching in these class at the cost of the studies of poor students.
