100,000 posts vacant, Govt to fill 4,000 only | | | Peerzada Ummer Early Times Report SRINAGAR, Oct 13: J&K is fast becoming a job starved State as out of more than one lakh vacancies in various departments, the PDP-BJP coalition Government has referred mere 4,313 posts to various recruitment boards since it assumed office. Most of the vacant posts are in the vital departments like education, health and public works. There are 5250 gazetted vacant posts while the number of non-gazetted vacant posts has swelled up to 35,694. Besides, there are 11,350 Class IV vacancies, sources said. The Government has also not filled 43,000 vacancies of daily wagers. Though the Finance Ministry has assured the aggrieved daily wagers of a comprehensive policy over their regularisation, sources told Early Times that not more than 3000 to 4000 of these daily rated employees would be regularised. Sources said there are 10,000 daily rated employees engaged in Power and PHE/Irrigation and Flood Control Departments; 8000 engagements are in Rural Development Department; 6000 each seasonal/casual engagements in Public Works and School Education departments; 2000 and 1000 labourers absorbed in Floriculture and Forest departments. The Government itself has admitted in the past that 597,000 unemployed youth had registered themselves with employment exchanges. In contrast, 29,797 vacancies, both gazetted and non-gazetted were filled by the previous Government during last three years starting 2008. While 6,026 recruitments were made by the Public Service Commission during the period, 20,241 posts were filled by the Service Selection Board. Another 3,530 Class IV appointments were made from 2009 to 2011. Recently, the coalition Government said that it has referred 4,313 non-gazetted vacancies to the SSB out of which 3735 posts have been advertised so far. The SSB after processing the application forms is going to conduct written examination for all the posts, an official statement said. Such a bizarre move of recruitment that too when there are at least 100,000 posts vacant leaves people wondering what is stopping Government from ending unemployment crisis. The Government has not, till date, launched any major initiative to fill the vacant posts on fast track basis that could have addressed the unemployment crisis in the State. On the other hand, the much-hyped new recruitment policy is becoming a flop show with no details about it being made public. There is uncertainty within the establishment over its implementation. |
