Kashmir's ISM dispensaries in shambles | | | Muhammad Mukaram

Srinagar, Nov 18: Contrary to the claims of the Health Minister of 'revamping the health sector' in the state, at least 500 Indian System of Medicines(ISM) dispensaries are in shambles and not a single penny has been spent so far. As winter has set in the valley, all the dispensaries affiliated with ISM sector lack basic facilities like proper electricity, water supply and lavatories. No heating system has been arranged yet in any dispensary. Early Times correspondent found several ISM dispensaries at Uranhall, Anantnag, Shamsipora Anantnag, Manzmoh Dooru, Hiller Shahbad, Kapran, Soofshali in dilapated condition. The Indian Systems of Medicine and Homoeopathy (ISM&H) were given an independent identity in the Ministry of Health and Family Welfare in 1995 by creating a separate Department of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) in November 2003. "The ISM dispensaries across the valley look like cow sheds. There is no toilet facility for the medical staff and even for patients, drinking water is unhygienic, no infrastructure," a doctor said. Irrespective of the fact these dispensaries themselves generate outdoor patient department (OPD) revenue from the patients. The Directorate has issued a circular that the said amount has been submitted in the Hospital development Fund (HDF) and cannot be spent on repair of dispensaries. "Despite the fact that all dispensaries generate lot of amount from OPD patients but doctors working in dispensaries have been directed to arrange fire wood on their own. We are facing lot of problems as valley is witnessing a harsh winter," said a medical officer. "Despite funding from the centre, health system in the state, particularly in rural areas not only lacks infrastructure but there acute shortage of staff in many dispensaries," well wisher of ISM department said. Interestingly in a recent function held in SKICC to inaugurate Global Conference on Homeopathy, CM Mufti Sayeed urged the Health Minister to "show us the way in facilitating revival of homeopathy so that it regains the stature it enjoyed in old times when it had panacea to our lives." The incumbent Director General ISM Kabir Dar is already under the vigilance net. The DG has been accused of appointing 374 pharmacists by flouting norms and rules. Present commissioner secretary health is leading the one man commission against the tainted DG. |
