'Water Security Plan nowhere in sight' | 5 years on, WSSO lying defunct | | Arun Singh Early Times Report Jammu, Nov 28: Despite hundred percent funding by the Government of India to State for constitution of Water and Sanitation Support Organization for preparing water security plan for rural areas in the state nearly five years ago but organization miserably failed to yield the purpose as it did nothing on the ground and remained non functional. Sources told Early Times that in order to ensure the implementation of central schemes of National Rural Water Quality Management and Surveillance, hundred percent funds were provided to the state government and accordingly later set up Water and Sanitation Support Organization for preparing water security plan under State Water and Sanitation Mission but organization didn't function in these years. "Water and Sanitation Support Organization was set up in 2010 by State government which has to act as a facilitating agency and function as a bridge between the Public Health Engineering (PHE) Department and the Community Organizations, assisting the Panchayati Raj Institutions (PRls) to prepare water security plan and to plan, implement and maintain Rural Water Supply projects/schemes based on the water security plan," they said. They further said that the Water and Sanitation Support Organization was comprised of Chairman (Secretary PHE Department) and nine members drawn from PHE Department. There was nothing on record to suggest that the organization had functioned as a facilitating agency and assisted in preparation of water security plan or had acted in any manner in the planning, implementation and maintenance of RWS projects/ schemes in the State. They further informed that District Water and Sanitation Mission (DWSM) has to be constituted at the district level to analyze and consolidate the village water security plans at the district level and accordingly on the basis of the village water security plans a district based water security plan was to be prepared for implementation. Shockingly, DWSMs had not been established at the district level in the State as a result the water security plans were not formulated for implementation of the programme and the convergence of programme with other related schemes could not be ensured. |
