3 weeks after PM's announcement follow-up action missing | Rehab of flood victims | | Jehangir Rashid Early Times Report SRINAGAR, Nov 29: Confusion looms large among the people of Kashmir valley who were battered by last year's devastating flood with respect to the compensation they are going to receive under the package announced by Prime Minister Narendra Modi during a public rally addressed by him earlier this month. Much to the surprise of common people more so those who were affected by flood the concerned officials are in a fix as how much is to be paid to the flood hit people. Officials of Revenue department are somewhat tightlipped on the issue and they plead that they are yet to get the instructions from the government in this regard. According to the details of the package made available by the state government, Rs. 3 lakhs would be given for fully damaged pucca houses, Rs. 1.50 lakh for fully damaged kucha houses, Rs. 1.00 lakh for severely damaged pucca houses and Rs. 50,000 for severely damaged kucha houses. Despite dishing out of the figures the picture is somewhat unclear since the follow-up action has not been taken so far. The flood hit people are at loss since the concerned officials are not able to give them the correct position vis-à-vis compensation to be paid to people who suffered losses under different categories. "For the fully damaged house it has been announced that Rs. 3 lakhs would be given. Nobody so far has made the position clear as to whether these Rs. 3 lakhs are in addition to the amount already received or Rs. 3 lakhs is the total amount to be received by people whose houses were fully damaged," said Mohammad Yousuf, a resident of Basant Bagh. The patwar halqas or tehsil offices in the Kashmir valley more so in areas that were badly hit by flood are abuzz with activities these days. People are thronging these offices in order to update their records with the concerned officials. They are ensuring that correct details of the account number are passed on to the concerned officials so that money in form of compensation gets credited without any hassle. "Most of the people whose houses were fully damaged in the flood have so far received Rs. 1.75 lakhs as cash assistance and Rs. 15,000 as rent. If they have to receive Rs. 3 lakhs in total then I am afraid the package is equivalent to rubbing salt to the wounds of such people. Otherwise, if they would get Rs. 3 lakhs more then there is some relief for them. Same holds true with the people whose houses suffered severe or partial damages in the flood," said Mohammad Aslam, a resident of Karan Nagar. When contacted a Patwari (Land Record Assistant) said that he does not know as how much would be paid to the people affected by flood. The official even went to the extent of saying that even the respective Tehsildars are not aware about the compensation amount to be paid to flood hit people. Pertinently, the state government has omitted the group of people who suffered partial damages due to the flood. The broad contours of the package as made public by the state government reflect that compensation would be given to people whose houses were either fully damaged or severely damaged. There is no mention of losses suffered by people on account of partial damages to their houses. |
