Narayanan diagnoses what ails Kashmir | | | Early Times Report
JAMMU, Nov 29: Former Intelligence Bureau (IB) chief and National Security Advisor to Prime Minister Manmohan Singh, M K Narayanan, has diagnosed what ails Kashmir and expressed the view that if things remained unchanged in Kashmir for some more time, it will become impossible to retrieve the situation. Take, for instance, the argument by M. K Narayanan in his "How the Valley is changing" (The Hindu, November 24, 2015). He sums up his findings in the words which read: "Developments in Jammu and Kashmir do not look very promising. The portents point to difficult times ahead. Internecine tensions and violence are on the increase. Cross-border firings show no sign of abating. The mood in the Valley is sullen. Anti-India sentiment is growing". Why is the situation deteriorating in Kashmir? As per Narayanan, "Centre's so-called failure to provide funds for last year's flood affected victims, or the ideological divide on issues such as the relevance of Article 370. Or, for that matter, the ineptitude displayed by the Mufti Mohammad Sayeed Government to deal with a spate of problems affecting the State". According to Narayanan, the causes responsible for the "changed nature of the Valley" are three. One, "Increased Pakistani meddling in Kashmir as its army feels emboldened due to its partnership with China". Two, "The emerging geo-political realities such as the rise of puritanical Islam (read Islamic State of Iraq and Syria)" and the spectre of Salafism". Three, "Increasing radicalization of Kashmiri youth". Indeed, what Narayanan said appears to be a correct assessment. Kashmir has been radicalized and certain undesirable elements in the establishment are also behind this radicalization of the Valley. Even educated youth have turned to those who stand for what the dreaded ISIS and similar other dreaded outfits have been doing in Kashmir and other parts of the world, including Europe and Arabian countries. The civil society in the Valley has also utterly failed to discharge its duty. In fact, many members of the civil society have become part of the radicalization process. The media too has failed to play the role it was required to play. As for the political class in the Valley, less said, the better. Suffice to say that the statements it has been making from time to time have further accelerated the process of radicalization. The situation is grave. Some concrete action on the ground is needed forthwith. And what is needed all the more is a policy that insulates the peaceful regions of Jammu and Ladakh from what has been going in the Valley. Top Army Commander was right when he the other day said that there is the danger from the ISIS and the Army have to be alert and always on its toes. |
