Ganderbal Babu axing walnut tree with impunity | | | Majid Nabi

Srinagar, Jan 1 : The chopping down of certain species of tress including Walnut, Mulberry and Chinar is a punishable offence under Preservation of Specified Trees Act 1969 in the state. However, the babus break this law with impunity. The Act was enacted to make provisions for the topping, lopping, girdling or otherwise damaging a specified tree, although the Act to punish or make bureaucrats accountable for harming rare species of trees is yet to be passed. Reliable sources said that a top revenue official in central Ganderbal is making all out efforts to axe a walnut tree existing in his land, though the authorities have maintained a criminal silence over the issue thus giving him free hand to resort to ecological inequity. According to the sources the laborers assigned by Naib Tehsildar level revenue official have been asked to carry out the job secretly so that the issue remains under cover. The land according to sources is situated at Margund Ganderbal and the illegal chopping is going on unabated with the people fearing consequences seems hesitant to bring the issue into the notice of higher authorities. "The tree is about to fell, and there is no chance of it to subsist, the secret chopping was video-graphed by a local youth. If the chopping of trees like walnut is a punishable offence then how come a government official still roams free," sources told 'Early Times'. He said that the authorities have been closing their eyes over the wrongdoings of bureaucrats while strict laws are meant for commoners. "Does that mean the officials sitting at the helm of affairs cannot be held accountable for the sins they have been committing in Kashmir, how far is this genuine to turn a blind eye towards such a sensitive issue," he said. As far as Preservation of Specified Trees Act 1969 is concerned, notwithstanding anything contained in any other law for the time being in force, no person shall fell any specified tree except under and in accordance with the terms and conditions of a permit granted by the prescribed authority under this Act. Provided that a permit' granted under this section shall not authorize the felling of a specified tree by any person other than the owner thereof. Contrary to the act, Abdul Ahad Raina Naib Tehsildar Genderbal has not applied for any permission which is mandatory under the act for the owner as well. |
