PWD flouts norms in implementation of PMGSY | | | Arun Singh Early Times Report
Jammu, Jan 1: Jammu and Kashmir Public Works (Road and Building) Department has thrown the guidelines of Pradhan Mantri Gram Sadak Yojna to winds, while giving sanction to 12 odd road projects, ostensibly to extend undue benefits to the blue eyed contractors. Sources informed Early Times that for the implementation of PMGSY, which is a flagship scheme of Union government, stiff strictures have been conveyed to all the state governments. "One such stricture under the scheme is to provide certificate of encumbrance free land, clearance of the Forest Department, settlement of take off points of the road works beside others", sources said. They further informed that flouting all these guidelines, the state PWD, Roads and Building department allotted road works to the tune of nearly Rs 59 crore without obtaining certificate of hindrance free land, which is mandatory at the time of submitting proposal. "But concerned department without caring about the norms, which envisage that State government or district panchayats are responsible for ensuring availability of land for the road project, sanctioned 12 projects for execution in five Programme Implementation Units worth Rs 56 crore which have to be completed within 12 months from the date of allotment of contract," they added. They further said that the department, despite well aware of the repercussions, the contractors after incurring an expenditure of Rs 35.06 crores on these road projects, refused to carry out further execution at the allotted rates on the ground of steep hike in construction material and labour cost due to time overrun because of non-availability of land and forest clearance etc for these road projects. Sources alleged that the projects were sanctioned and allotted for execution only to provide benefits to the some contractors who minted the money out these projects and left midway citing various reasons and all this mess happened due to sheer negligence of the concerned department which deliberately overlooked the guidelines and gave nod to projects resulted in unproductive expenditure and wastage of public money. |
