To make money, Estates deptt provides quarters on rent

Srinagar, Jan 22: The Jammu and Kashmir Estates department is again in news for wrong reasons, as this time it has come to fore that the department has allegedly provided a good number of government quarters on rent to the outsiders to earn hefty amounts.
According to the official sources, there are around 500 government quarters available which can be allotted to the deserving persons. "But as per the survey a good number of these quarters are provided on the rent basis to outsiders by estate officials on their own to earn hefty amounts," one of the top officials working in civil secretariat told Early Times.
He said that corrupt officials of this department have remained unnoticed or simply ignored by the authorities over the years which have allowed this nexus to flourish.
Government must initiate enquiry to unearth this huge nexus. "How could government quarter be provided on rent? It is a sheer violation of the government rules. Government must initiate enquiry on all allotment orders issued by the Director Estates including allotment of hotels, private and government quarters. It is a big nexus which needs to be resolved by the government," he said.
The official further said that there is a pick and chose policy adopted in hiring hotels/accommodations for employees. "Not only this even blue eyed persons, Private secretaries and people close to the corridors of power, have been given luxurious accommodations in TRC Jammu and also in other luxurious hotels," the officials maintained.
He added that the corruption in the department can be judged by the fact that there is no record or any norm for utilization of funds spent on repairs, renovations by the department.
Sources said that the most of the employees in estates department had a stay of more than decades. "Government should reshuffle the employees from top to bottom who had a stay of more than decades. All such employees having strong nexus and involved in corrupt practices are enjoying the said postings," sources alleged. Interestingly the Non Gazetted Employees of Civil Secretariat have forwarded a written complaint to the Chief Secretary B. R Sharma against estates department for not resolving their issue vis-a-vis non accommodation and facilities of its employees in government quarters.
The letter which is in possession of Early Times reads that from last 10 months the union had highlighted and put forth the genuine demands pertaining to estates before the authorities of estates department but no concrete action was being initiated on the said issues. "Time and again we requested Director Estates to issues allotment orders against the available quarters about 200, but they had refused to do so with an excuse that no quarter was available for allotments in favour of employees. However on the other hand allotment orders including change and fresh on government quarters were issued one by one in favour of the blue eyed influential persons," the letter signed by the union president reads. The letter further reads that for the issue of renovation the department always given to understand that funds are not available while as huge amount of funds have been incurred on renovation/repairs/furniture /furnishing of influential persons and also on private accommodations allotted to blue eyed persons," According to the sources, there is a nexus between Estates Department and Hoteliers.
With the notion that no government quarter is available the Department is earning hefty amount of money from hoteliers. "The government quarters are allotted to blue eyed persons. Every year huge amount of money is being spent on the accommodation of Darbar move employees which is misused by the top government officials in the department," the letter reads.
