Jammu, Jan 22 : Special Judge, Anti-Corruption, Jammu, A K Koul has framed corruption charges against Abdul Wahid Ganie, Syed Mushtaq Jaffery and Bodh Raj, all employees of J&K Cooperative Consumer Federation Limited (JKCCFL). They were alleged to have embezzled public money through different modes and means from 1980 to 1991. They were alleged to have hatched a criminal conspiracy, while being posted in different capacities in JKCCFL, and embezzled public money. The officers at the helm of affairs during this period also did not bother to check the wrongdoings in the federation. Even the annual mandatory physical verification of records and stock was not conducted for about 10 years. Those responsible for maintaining the stores or records allegedly made fake entries, signed fake receipts of stocks and conducted audit of the accounts superficially. The stocks purchased by Regional Officers were not properly entered and the auditor never pointed out these wrongdoings. After constitution of a committee for checking the accounts and stocks to work out the losses suffered by the federation, it was found that it had suffered a huge loss of Rs 90,73,000. The loss suffered by the federation was purely on account of wilful wrongdoings on the part of JKCCFL employees. It also came to the fore that so many officers remained posted in the federation from 1980 to 1981 and many of them connived with the storekeeper to manipulate the record to have wrongful gain which led to a huge loss of public exchequer. The judge, after hearing both the sides, observed that there was sufficient ground for presuming that the accused had committed offences under sections 467, 468, 409, 477-A, 109 and 120-B of RPC and section 5(1) (c) read with section 5(2) of P C Act. "Accordingly they deserve to be charged for the commission of said offences. Hans Raj is absconding. Ganie, Jaffery and Bodh Raj shall be charged as directed above in each case separately. The charges have been framed and read over to Ganie and Bodh Raj who have pleaded not guilty. Jaffery is reported to be bed ridden. So to his extent, framing of charges has been deferred," the judge said. |
