Governor rule blessing in disguise for Ganie | Khel Kismat Ka | | Early Times Report SRINAGAR, Feb 5: For former bureaucrat Khurshid Ganie, the Governor's rule seems to have come as a blessing in disguise as he has been elevated to the powerful chair of being Advisor to Governor NN Nohra. Ganie, who had been struggling for around a year to grab any major break has finally got a shot in the arm with powers of minister during the Governor's rule. Though after his retirement in October last year, he was "re-employed" as the chairman of the Bureau of Public Enterprises, his colleagues are comparing the new assignment with "windfall gains." They say the previous assignment as Chairman BPE was a "low profile backroom job." As of now, Ganie's overnight elevation has emerged as the biggest gossip in the Civil Secretariat in Jammu, which last year saw many high voltage dramas, including the sudden and unceremonious exit of the then Chief Secretary Muhammad Iqbal Khanday from the government services. Most of the officials in the Civil Secretariat termed Ganie's elevation to the prize posting as "Khel Kismat Ka." For Ganie, 2015 had been a year of dejections, one after another. Initially, in March 2015 he was supposed to be elevated as the Chairman Public Service Commission. But at the eleventh hour, the then elected government dropped his name. "That time some of the ministers who were new to politics but enjoying big places in decision-making, deliberately deleted his name and names of the other officials including a retired official of repute from the list of PSC members, only to replace them with their own political favorites," said a senior official in the Civil Secretariat recapping the developments. Subsequently, four months later, in August there came another hope in Ganie's service tenure when the then Chief Secretary Muhammad Iqbal Khanday opted for retirement following his differences with the then coalition. That time some were looking at Ganie as Khanday's successor. "Though five IAS officers were in the prospective list to be the Chief Secretary, it was being seen that only Ganie would feel offended if his junior was given the top chair," recapped a senior official adding "that time some quarters tried to give notion that he (Ganie) would follow Khanday's footsteps on resignation if he was not elevated as the Chief Secretary." But the then Government had reservations in elevating Ganie, as Chief Secretary due to his fast approaching retirement. However, instead of being given the top chair, two months later, he was "re-employed" as the Chairman BPE. "But the assignment of Chairman BPE was not that significant as happens to be the post of Governor's Advisor, the all powerful person," said a senior official in the Civil Secretariat. With no indications of government formation in sight, Governor N N Vohra on February 4 appointed two former IAS officers of J&K cadre-Khurshid Ahmad Ganai and Parvez Dewan as his advisors. An official statement on Thursday reads ParvezDewan and Khurshid Ahmad Ganai have been appointed by Governor as his Advisors with effect from the date they assume the charge. The Advisors shall exercise the powers of Minister under the Jammu and Kashmir Government Business Rules. |
