| After the sudden and untimely death of the late Chief Minister of the state Mufti Mohammed Sayeed on January 7 at New Delhi, political uncertainty is prevailing in the state of Jammu and Kashmir. This situation and the ongoing Governor's Rule could have been avoided if the leadership of both the coalition partners PDP and BJP acted in a more sophisticated way keeping in view the sufferings of the people at large . By not staking claim before the Governor N. N. Vohra for the formation of government in the state , Mehbooba Mufti put forth certain Confidence Building Measures (CBMs) before the Prime Minister of the country Narender Modi for their consideration at the earliest and that too in a time bound manner and in writing also . This way she threw the ball in Modi's court and put him in fix . From January 8 and onwards up to this time, there remained a total chaos and other political speculations. Now with the sudden landing of Ram Madhav - the Architect of the Agenda of Alliance (AOA), at Srinagar and his one hour long meeting with PDP Supremo Mehbooba Mufti at her residence Fairview in connection with the formation of state government in the state once again in alliance with BJP , Structured Dialogue is put into momentum. Pertinent to mention that it was Mufti Mohammed Sayeed who rose to the occasion above politics and to do something for the poor people of the state of Jammu and Kashmir .
Understanding the need of the hour then after seeing the post election scenario of the state , he extended his hands towards BJP and remained successful in forming the state government on March First last year . He was heading the coalition government till his death on January 7 . He got the support of the people of the valley for the development and progress of J&K as the miseries of the people were piling up like anything but without any solutions .People trusted him and supported his actions whole heartedly as they built up the close rapport with him . If one recollects the political history of the state of Jammu and Kashmir, he comes to this conclusion that Mufti Sayeed was such a personality of the state who within a short span of just three years after forming the regional political party in the state under the name and style as People's Democratic Party (PDP) in 1999 came to power in the state as a coalition partner with the Indian National Congress ( INC).
For getting the lesson from the past of total bitterness the state had with the centre, Modi and Mufti wanted to see the state of Jammu and Kashmir as a developed state like other states of the country and at the same time over the time he builds up his close reputation and understanding with the present Prime Minister of the country. Agenda of Alliance of PDP and BJP combined worked well leaving two or three instances aside. Agenda of Alliance (AOA) was a comprehensive document for the coalition partners to run the state of Jammu and Kashmir. Despite of some controversies over certain issues , the Modi government gave all out support to the Mufti Government since its formation effective from March I . After assuming the charge of the Chief Minister ship of the state Mufti Mohd. Sayeed and having remaining under stress for a month or so in concentrating on the internal administrative issues of the government , could be able to think on sparing his valuable time and energy in inviting the big Corporate and the Bolly wood in inviting the big Corporate and the Bolly wood people to restart shooting their movies in the valley . These days the state of Jammu and Kashmir is passing through an unfortunate political stalemate as Mehbooba is neither staking her claim before the Governor for the formation of government in the state nor breaking her alliance with BJP . It is worthwhile to mention here that his government headed by late Mufti Mohammed Sayeed was fully stabilized and started delivering the goods to the poor masses of the state . It was Mufti's untired efforts to attract the seven visits of the Prime Minister Narender Modi to the state of Jammu and Kashmir that too in just 7-8 months passage of time. It may be recalled here that Ram Madhav is basically a young and energetic RSS leader who played the role of an Architect in devising and finalizing the Agenda of Alliance (AOA) based upon which Mufti's government worked till his sudden and untimely death on January 7 . After seeing his keen interests in active politics , RSS facilitated his entry into BJP as the General Secretary and he along with old BJP stalwart Avinash Rai Khanna were given the assignment of J&K state so as to enable the PDP- BJP combine to run the state government smoothly, tension free and more effectively in mitigating the sufferings of the poor people of the state. Just for recollecting the memories of the readers , it is meaningful to refer here that Ram Madhav played the role of G. Parthasarthy exactly in arriving at Indira - Sheikh Accord in 1975 based upon which Sheikh Mohammed Abdullah ruled the state of Jammu and Kashmir till his death on 5 September, 1983. Ram Madhav came to Srinagar on September 17 to meet Mehbooba Mufti as PM's emissary. He must have conveyed the PM's view point on CBMs projected by her as the precondition to go ahead with the formation of coalition government in the state. After the meeting held between the two , both were tight lipped and escaped from the media persons . On the evening of September 18 only, Madhav reacted sharply and stated categorically that AFSPA would not be removed from the valley and at the same time he expressed the hope that shortly the PDP and BJP government would be in place. Coming of Madhav to the state as PM's emissary to talk with PDP Supremo Mehbooba Mufti on the issue involved is an indicator that Structured Dialogue has commenced . It has been learnt that Mehbooba Mufti has handed over the list of various CBMs to Ram Madhav officially for the first time for its presentation to the Prime Minister for consideration.
Without giving the details on this score , while reacting touched the issue of AFSPA only . In order to avoid the Assembly elections afresh which this sensitive cannot afford to, Mehbooba Mufti, like his missionary father, should rise to the occasion above politics and stake her claim for the formation of the government in the state at the earliest possible. Rest all other issues of CBMs would be looked into by the central government with the great care and caution as also to the satisfaction of PDP. While remaining in the government she would be having enough time to raise and plead CBMs to their logical conclusions. Rigidity do not pay much whereas one can win the situation always with soft approach. A ray of hope is generated with the coming of Ram Madhav that the people of Jammu and Kashmir would be having the popular government in J&K soon . Mehbooba Mufti is likely to get an opportunity to meet the Prime Minister Narender Modi in New Delhi soon where she will be at liberty to interact with PM Modi on all the issues including CBMs.
