Officials fail 'LadliBeti' scheme in Chief Minister's hometown | | | Saahil Suhail Early Times Report Anantnag, Apr 27: Failure of 'LadliBeti' social assistance scheme in Chief Minister Mehbooba Mufti's hometown Bijbehara can be gauged from the fact that despite the passage of over seven months, the Child Development Project Officer (CDPO) posted in the town hasn't forwarded a single case for approval to higher authorities. Sources said that the officials responsible including Child Development Project Officer were deliberately delaying the process. The delay hasn't only deprived the girl Childs from assistance but has put the parents in trouble as they are being compelled to visit the CDPO office routinely. "Our form was rejected number of times, now we have complete the formalities and submit the form but again local Aganwari worker informed us that it has sent back again and needs attestation of senior official," Bashir Ahmad (name changed) told ET in Bijbehara. Many parents mostly families seen outside the office of CDPO Bijbehara accused the officials of negligence. "They don't work sincerely, had they worked and conveyed us at right time we wouldn't have been suffering and visiting this office on daily basis," a group of parents said Without disclosing identity, Aaganwari workers said that they too are in trouble and face problems due to repeat rejections. "This CDPO Madam has confused us too. On this on that pretext they reject forms. Department should have drafted the procedure and formalities on paper and should have provided so that we can process the forms at an ease," a worker pleading anonymity said. However, CDPO Bijbehara admitted that they haven't forwarded any case to higher authorities yet in last seven months since the scheme was given cabinet nod. "We haven't sent any case to higher authorities for approval," she said, adding incomplete forms are being rejected and sent to centers in the interests of beneficiaries. Bijbehara has a total of 329 centers and around 500 families have applied for the social assistance under 'LadliBeti' scheme. Late Chief Minister, Mufti Muhammad Sayeed had gave its nod to the adoption of the State Sponsored Social Assistance Scheme 'LadliBeti' for its implementation in six selected districts of Jammu and Kashmir exhibiting low and declining child sex ratio viz Kathua, Jammu, Samba, Budgam, Pulwama and Anantnag on 7th of September in 2015. Under the scheme, the Government will contribute Rs 1000 per month towards the birth of every girl child with effect from 1st April 2015 for the next 14 years and on reaching 21 years of age the girl child would receive a sum of Rs. 6.5 lakh. Scheme was implemented in Anantnag district on 5th November in 2015. Chief Minister Mehbooba Mufti, then Minister for Social Welfare, Bali Bhagat, and then Minister for Horticulture Abdul RehmanVeeri had lunched the scheme in the district with media hype. |
