Ignoring SOPs, construction of Bikram Chowk-Gandhi Nagar flyover goes on | JK learns no lesson from Kolkata flyover tragedy | | Akshay Azad Early Times Report JAMMU, Apr 27: The state government especially the Economic Reconstruction Agency (ERA) has seemingly learnt no lesson from the Kolkata flyover tragedy, which had claimed several lives, as despite open violation of Standard Operation Procedures (SOPs) by the construction company, putting several lives in danger but no action has been taken by any department. Concerned over alleged gross violation of SOPs, a social worker and Right to Information activist Raman Sharma had approached the top officials on April 22, 2016 but after the lapse of nearly five days, so far no action has been taken as the construction work has been going on as per routine. In the application submitted before District Magistrate, Raman Sharma has maintained that there was no diversion of traffic on the route from BikramChowk to Gandhi Nagar due to which thousands of vehicles and pedestrians have been crossing the construction site on routine basis. Alleging total violation of Standard Operation Procedures (SOPs) and safety guidelines by Construction company as well as Economic Reconstruction Agency (ERA) for carrying construction works in public areas, Sharma said that there was hardly any arrangement made to keep people away from the construction site. "Near Asia hotel, the Construction Company has erected shuttering, heavy pillars, beams were put in place but there vehicles passes just few inches from these pillars and shuttering", Raman Sharma said, adding that if there would be any untoward incident during construction works or some vehicle accidently touch any pillar, it would turn into a tragedy, onus of which would be on the construction company and ERA. Criticizing the district administration and police, Sharma further said that it was very strange to find that no order has been issued by the adminstration, which was also evident from the continuation of construction works, violating SOPs. He appealed higher officials to instruct the District administration Jammu to take necessary action in this regard. Chief Executive Officer ERA Vinod Sharma refuted the claims and said that SOPs were followed by the construction company. He assured that he would enquire about the matter and would take proper action if required. |
