Violating Govt order, ZEOs 'divert' MDM funds to teachers' personal accounts

Doda, May 10: In violation of the set government norms, ZEOs (zonal education officers) of various zones of the district were alleged to have diverted mid day meal (MDM) funds directly to the personal accounts of teachers concerned instead of the accounts of shopkeepers who had supplied them items.
It is pertinent to mention here that Finance Department had asked DDOs vide government order No DGAT/PS/DR/58 on February 12, 2016 not to make payments through cheques and instead use invoice for payments on account of expenditure incurred by them. The Eduction Department in Doda district had, however, ignored the codal formalities and disbursed MDM charges through the individual accounts of teachers concerned of respective schools, official sources alleged. Talking to a news agency, a shopkeepers, who had supplied various items to a school in Bhagwah zone, alleged that the money was not transferred to his account even as the school had it.
When contacted, a MDM in charge of a zone said the zonal offices had transferred the amount to the personal accounts of teachers. Another MDM in charge of a zone said the funds were diverted to the personal accounts of teachers because they claimed to have made payments to shopkeepers from their own pockets. However, most of the teachers complained that it was not convenient for them to make payments on account of MDM and then maintain the records properly. Chief Education Officer, Doda, Mohammad Ashraf Rather, when contacted, said he would personally look into the matter and take action as required under law.
