Deptts fail to act on SVC directives | Corruption takes over governance | | Saqib Junaid ET Report srinagar, May 10: Most departmental heads have failed to adhere to the directives issued by the State Vigilance Commission (SVC) to put curbs on growing corruption in the state and ensure transparency in the governance. Amid unabated corruption in government departments, the SVC had directed the departmental heads to create an in-built system against corrupt practices. The SVC had taken a note that there was growing corruption in government departments facilitated by the officials. However, sources said all the departments didn't pay any heed to the directions of the SVC. "Some senior officials are creating impediments that these directions should not be implemented on the ground," a senior official said. Jammu and Kashmir is notorious for corruption. Various anti-graft bodies have been constituted over the years whose role was envisaged to undo the damage done to the institutions by rampant corruption in the state. Despite that there has been rampant corruption in government offices. "The departments are not cooperating with anti-graft bodies to put curbs on corruptions. While the anti-graft bodies too fail to act against officials who don't pay heed to its directives," the official said. In its directives, the SVC has told the departments that some immediate measures needed to be taken to put curb on such practices and ensure transparency in the functioning of the departments. "The sanctioning authority for works of all engineering departments should be different from the executing agency, so as to create an in-built system check against corrupt practices. All government organizations discharging regulatory/ enforcement functions of service delivery of any kind, which cause interface with the general public/private businesses etc. shall provide complete information on their website regarding the laws, rules and procedures governing the issue of licenses, permissions, clearances, certificates etc," the SVC has directed the departments. While taking a note that fake ration cards have been issued, the SVC has said that verification of ration cards needs to be done by district development commissioner concerned by creating a Task Force which will carry on the field verification periodically, of all ration cards to detect fake ration cards and certify the validity or otherwise of the same. Similarly, sale of timber by SFC needs to be done on-line so as to avoid interface between the corporation Officers/officials and the applicants. "Nothing has been done in this regard. These directions have remained confined to the papers only without implementation on the ground," the official said. The SVC has directed the government to install CCTV cameras at all offices having large public interface and their recordings be preserved for minimum period of 6 months which should be periodically examined by a committee headed a by a senior officer.
