| Office of AR Cooperatives untraced for last 27 years | | Several Govt Offices found locked in Marwah | | Asif Iqbal Naik

Kishtwar, May 11: Amidst large scale reports of absenteeism in government offices in Kishtwar district, the office of the Assistant Registrar Cooperative Society Marwah is untraceable for the last 27 years.
During an inspection conducted by the Naib Tehsildar Marwah Mohammad Mukhtyar Zarger, several government offices, Anganwari Centers, Health Centers, schools and other government offices were either found locked or the employees were found absent from their duties. On the basis of the report submitted by Naib Tehslidar Marwah, Deputy Commissioner Kishtwar Ghulam Nabi Balwan ordered for immediate withholding of salaries of all the absentees employees and sought explanation from them.
As per the details available with "Early Times" Deputy Commissioner Kishtwar Ghulam Nabi Balwan vide order No. DDCK/Plg/2016-17/2081-93 Dated 10-05-2016 issued directions to Drawing and disbursing Officers of 11 allied departments which include Superintending Engineer, PWD (R&B) Circle Doda, Program Officer ICDS Kishtwar, Assistant Commissioner Development Kishtwar, Chief Medical Officer Kishtwar, Chief Agriculture Officer Kishtwar, Assistant Director Fisheries Kishtwar, Assistant Director CA&PD Kishtwar, Deputy Registrar Cooperative Societies Kishtwar, District Sheep Husbandry Officer Kishtwar and Divisional Forest Officer Marwah not to release the salaries of the absentee employees pending inquiry.
Order of the DC Kishtwar read, "Before any action as warranted under rules be initiated or any recommendations be made to higher authorities regarding punitive actions against the erring Officers/Officials, you are requested to kindly seek explanation from them and submit your reply with recommendations to this office within week's time positively. However, in the meantime the salary of the staff who were found unauthorizedly absent from their legitimate duties be kept withheld with immediate effect".
As per DC Kishtwar order, Office of Block Development Officer Marwah is found closed since 17-03-2016, Office of Tehsil Supply Officer Marwah close since August 2015, Office of Executive Engineer PWD (R&B), office of CDPO Marwah, Sub Center Health Yardoo found closed since long, Office of Assistant Registrar Cooperative Society shifted, Dr. Irshad Ahmed posted at CHC Marwah absent since 28-02-2016, Shahzad Ayoub posted as Lab Technican at CHC Marwah on leave without sanction since 1-05-2016, Parveen Banoo FMPHW at CHC Marwah on medical leave since 24-04-2016, Ghulam Mohammad Khanday posted as Nursing Orderly at CHC Marwah absent from 26-04-2016, Umar Mattoo lecturer at HSS Marwah absent from 04-5-2016, Dr. Irfaat Qazi posted at Sheep and Wool Development Department was reportedly proceed for Dachhan on 19-04-2016, Mohammad Iqbal posted as Range Officer Marwah unauthorized absent from 22-03-2016, Fisheries Department Marwah, PHE Department Marwah, SFC Department Marwah, Wild Life Marwah has been told that they are functioning at Dachhan, Satish Kumar Baghat Sub Divisional Agriculture Officer Marwah on Medical Leave since 25-04-2016, Middle School Mithan, Primary School Sidhar closed since long, at Middle School Gurantrar all teachers were found absent except Nazir Ahmed, Primary School Shishlan not opened after winter vacations, Anganwari center Sidhar, Mithan, Dhund, Manjgam, Qaderna and Gujjar Basti are closed while the Anganwari workers posted at Anagnwari Center Sudhar, Zaban, Gurantari, Sishlan, Hamdandoo, Hargan and Qaderna are absent since long.
While talking to "Early Times" the people of Marwah said that the office of Assistant Registrar Cooperative Society Marwah was functioning at Astangam Marwah and was closed in the year 1990 added that since then there was no trace of the said office.
In a question regarding no whereabouts of Assistant Registrar Cooperative Society Marwah since last 27 years, DC Kishtwar said that the matter is being looked into and said that explanation had already been sought from the head of the said department. |
