Not by CMP & agenda of alliance can BJP-PDP Govt perform miracle | | | When Mehbooba Mufti,Chief Minister of Jammu and Kashmir,stated that the credibility of her father Mufti Mohd.Sayeed,and the coaition Government was at stake she seemed to be voicing a reality.It is so because during the last over one month the coalition Government has not been able to produce results that would be appreciated by people.Instead of emphasizing on the need for resolving unemployment and power crisis Mehbooba has talked about the implementation of the Agenda of Alliance.These are certain constitutional matters which may not interest those reeling under prolonged outages and those who have been moving from pillar to post in search of some gainful employment.As far as the issue of resolving the power shortage Mehbooba had already cleared several mini power projects,with an installed capacity of five to 10 MWs,the construction is yet to start.She is confident that if the coalition Government,to be precise PDP and BJP,implement the agenda of alliance it may turn around the fortune of the state.Besides the Agenda of Alliance the two partners have framed,during the time of Mufti Sayeed, a common minimum programme.and the two have been facing each other on various clauses of Agenda of Alliance and Common Minimum programme. If the PDP favours retention of Article 370 the BJP is apprehensive of this constitutional provision because since the Artcile has been in force there have been many obstacles in the path of full integration of Jammu and Kahsmir with rest of India.Now that BJP is decided to play a positive role on the issue one does expect better governance. Other issues that BJP does not want to accept as mandatory is the PDP's demand for revocation of AFSPA.With stiff opposition from the BJP the PDP has started confining this demand to the repeal of the AFSPA from two districts.Not a bad idea but the Centre has,once again,announced that there was no question of lifting of AFSPA from any part of Jammu and Kashmir because the security scenario is yet to be conducive.Another demand that brings PDP in confrontation with the BJP is the former's demand for demilitarization of Kashmir and vacating Government land occupied by the Army.Well the Army has been directed to vacate land at three places and now the problem facing the Army is that no land was being allotted to it for converting into the firing range.After all troops need regular training. In fact these are extraneous issues which have no link with the welfare of common people in Jammu and Kashmir.People in the state want uninterrupted power supply,immediate measures for resolving the problem of unemployment,better road connectivity,improved health and education system.Now that the Government plans to invite non-state subject industrialists for setting up units in Jammu and Kahsmir for which they were to get land on lease it is expected that a new beginning is made in increasing industrial production and in providing better job avenues to unemployed youth.Already foundation stone for three medical colleges has been laid by the Union Health Minister. But this is not sufficient. Each hospital and medical college need to have better diagnostic equipments for carrying out various tests within the state,equally there is need for improving surgery wings in each medical college and hospital so that ailing people from Jammu and Kashmir were not forced to visit Delhi or Chandigarh for treatment. This requires appointment of doctors with good degrees and experience. There are other problems related to drop in the production of foodgrains and other items connected with horticulture sector. This has to be looked into so that the state does not have to bank on heavy import of foodgrains and is able to export various fruits which could change the economy of people. |
