NC legislators boycott budget speech, stage walk-out

SRINAGAR, May 30: Legislators of National Conference today staged a walk-out and boycotted the budget speech in the Legislative Assembly. The party legislators wanted to know the fate of investigations carried out in the Handwara case.
As soon as the Minister for Finance, Dr.HaseebDrabu stood up to deliver his budget speech the NC legislators started to make noise on the floor of the House.
It seemed that the NC legislators were waiting for Drabu to stand up and start his speech so that they could disrupt the same.
All the NC members barring leader of opposition Omar Abdullah and deputy speaker Nazir Ahmad Khan (Gurezi) stood up as the budget speech got underway. They shouted towards the speaker Kavinder Gupta and wanted his attention so that they could put across their point of view.
The NC legislators led by Ali Mohammad Sagar raised the issue of killings of Handwara that took place last month following allegations that a school girl has been molested by security forces personnel. They took a dig at the state government and said that the people at helm have failed to take action against the security personnel involved in the separate firing incidents in the area.
The NC legislators while shouting towards the treasury benches said that the state government has failed to table the report about the Handwara incident. They said the Assembly has been 'deceived' since the coalition government could not present the report within two days as promised by them.
While the NC legislators were busy in making their point on the floor of the House, Parliamentary Affairs minister Abdul Rehman Veeri stood up and asked the opposition legislators to allow the Finance Minister to carry on with his budget speech. However, this could not satisfy the NC legislators and they carried on with their protest.
The NC legislators shouted towards the Parliamentary Affairs Minister and said that he should come clean on the Handwara issue and tell the house when will be the report presented. On this Veeri replied that the report would be presented at an appropriate time and the members should not disrupt the budget speech of the finance minister. This too could not satisfy the NC members and they staged a walk-out from the assembly.
Independent legislator from Langate, Engineer Abdul Rashid also tried to disrupt the budget speech of the finance minister and reached the well of house while raising his point of view. He raised the issue of alleged rape and murder of Neelofar and Asiya that took place on May 29, 2009.
Rashid while addressing the chief minister Mehbooba Mufti said that she should ensure that probe is ordered in the incident so that the 'guilty' are arrested. The speaker asked the legislator to go to his seat failing which he would be forced to get him evicted from the house. As Rashid did not follow the orders he was taken out of the house by the marshalls.
