Digitization of records: SVC asks Commissioner Education to secure DOB, other records | | | Early Times Report
srinagar, May 30: Emphasizing on early settlement of RDAs (Regular Departmental Actions) pending with the Department, the State Vigilance Commission (SVC), which met here under the chair of Chief Vigilance Commissioner, has directed Commissioner Secretary Education to get reconciliation of all corruption related cases with Vigilance Organization and ensure that no case is left unattended. The SVC asked the authorities of the department to take necessary measures for securing the documentary evidences and records of the complaints, enquiries and RDAs besides digitizing data pertaining to service records of employees and Date of Birth (DOB) recorded in schools. The Chief Vigilance Commissioner directed the officers of education department to get fresh copies of misplaced complaints, enquiries and RDAs from Vigilance Organization to facilitate quick and effective action against those charged for various Omissions and Commissions. He said 2014 floods are being used as an excuse by many departments and exhorted upon concerned officers to find out alternate ways for locating misplaced documents and records, adding that non-availability of records should not impede action against delinquent officials. Expressing concern over delaying the submission of Action Taken Reports (ATRs) in the cases of alleged fake qualification, residence and category certificates produced by the candidates while getting the jobs in the department, the Commission said that this will send a wrong signal among the perpetrators and instructed the authorities to get all pending cases disposed of in a time bound manner. Discussing the issue of date of birth certificates, the Commission asked Commissioner Secretary to take corrective measures in the case and suggested to get all such data digitized and stored in a safe custody at a centralized place to keep the mischievous persons at bay from manipulating or tempering. Briefing the Commission about the progress made in disposing of the complaints, enquiries and RDAs, the Commissioner Secretary Education informed that senior officers have been nominated at district level to monitor the progress on this account and ensure early settlement of such cases in their respective districts. He also sought more time for disposing of the pending cases, the Commissioner Secretary Education assured the Commission that all out efforts would be made to settle maximum cases within the time granted for the purpose. There are over 900 complaints/enquiries and 78 RDAs pending with the department for action. |
