Govt initiatives to plug pilferage in K-oil distribution draw flak

Jammu, July 15: In bid to check pilferage in Kerosene Oil distribution and to ensure that the fuel is being supplied to genuine consumers, the state government had recently issued directions to district heads that detailed account of the total kerosene oil required to be distributed should be sent to Consumer Affairs and Public Distribution Department but the same has drawn flak from the concerned quarters especially the dealers.
Such a system has been put in place in order to make the allocations of Kerosene Oil stock as per the exact requirement in respective districts so that those consumers who are dependent only on Kerosene Oil and have no other alternate fuel resource get it sufficiently as well as regularly.
The decision to invite quantity of quota of Kerosene Oil required for distribution in advance from respective District Development Commissioners (DDCs) on the other hand has few lacunae which are being overlooked by the state government.
Speaking to Early Times, few Kerosene Oil stockiest say that the decision to allocate Kerosene Oil for a particular district only after a formal requirement communication is received from the DDCs is irrational as well as lacks wisdom and may lead to corruption.
"If a particular DDC has any grudge with a Kerosene Oil stockist then it is certain that the district head submits demand of less number of oil tankers to be supplied even as the requirement could be much higher," the aggrieved Kerosene Oil stockist wishing anonymity told Early Times.
"Similarly, a stockist, who has cordial relation with the DDC, may influence the decision of the district head. The district head under such a situation could submit much higher demand than the real requirement which could prove as a source of loss to the state exchequer," they added.
The stockists while expressing their grave concern over the decision said that it is not a fool-proof mechanism to ensure fair distribution of Kerosene Oil among the real needy, however, it will act as a severe blow not only to the consumers but also for the Kerosene Oil traders who are running this business for the last fifty years and have made huge investments for the purpose.
"Our concerns are genuine as the supply from the department will be made as per the requirement figures forwarded by the DDCs, who could manipulate them on their whims and fancies," they said.
Under such a scenario, the Kerosene Oil traders are bound to incur heavy losses as there could be variation in supply to stock the oil. The government should allot Gas agencies to the Kerosene Oil stockists so that they could be able to cope up the losses in Kerosene Oil business and earn their bread and butter with dignity," they added.
