'Tainted employees filing tailored statements'
Property statements submitted by government employees remain unchecked

Srinagar, July 15: Though there are strict instructions to the employees from state government to submit timely property statements, the process remains unchecked and confined to files.
According to the official sources there is a huge default in the submission of the property statements by the state government employees who are bound under the government ruling to submit property statements to the respective departments and GAD.
Official sources told early times that property statements, if submitted from the employees, are not being put under examination and even more no check and balance have been maintained by the government.
There are certain isolated cases where the properties of the employees have been put under scanner by GAD vigilance organization on specific complaint, but surprisingly not a single case on a trial bases has been picked up for examination," sources maintained.
Sources said that as per a latest survey, there has been 30 to 40 percent default by these employees in submission of the property statements and the government as such is not bothered to know the reasons. One of the top employees of the government on condition of anonymity said that since the government is not bothered to put the property statements to examination, the tainted employees take advantage of filling of the property statement as per their choice.
Meanwhile sources said that most of the KAS and IAS officers have also kept their assets secret by not divulging their property details to the government.
If the sources are to be believed then most the civil servants have kept their property in 'Benami' name or in their blood relations to avoid test of scrutinizing.
Sources said that the list of assets submitted to the government by the J&K administrative officers, have either shown immovable property details of less than Rs 30 lakhs while as a major chunk of these officers have kept their assets secret by not divulging their property details to the government
Sources said that surprisingly, few KAS officers have said that they don't own any immovable property. Sources said that a state administrative officer (name withheld) has declared property assets of just Rs 3 lakh. Another officer as per the property details submitted to the government has immovable property assets of just Rs 4 lakh. While as a senior state bureaucrat owns property worth less than Rs five lakh.
Among the state bureaucrats, few officers have divulged the property assets of less than Rs 10 lakh.
Sources said that there are scores of state administrative officers, whose property details have not been updated on the GAD website.
"Few KAS officers who own houses in Srinagar and Jammu with kanals of land, have declared the immovable assets less than Rs 30 lakhs where one kanal of land has a value of worth over Rs one crore," a senior official of General Administration Department said.
He said these officers have not submitted the latest value of their property assets.
