HC directs sr AAG to file status report on appointment of new IO | Alleged hushing up of RDA scam by SVO | | Early Times Report Jammu, July 28: In a PIL, alleging hushing up of Rajouri Development Authority (RDA) scam by the state vigilance organisation (SVO), a high court division bench of Justice Dhiraj Singh Thakur and Justice B S Walia today directed the senior AAG to file the status report on behalf of GAD secretary on the appointment of a new inquiry officer (IO) to hold probe against then CEO of RDA. The PIL alleged that instead of registering an FIR despite the approval of then SVO director, the vigilance organisation had converted the case into regular department action (RDA) against then RDA CEO and IAS officer Mohammad Javed Khan, who is presently custodian general, J&K government, then RDA executive engineers (Xens) -- Khushal Chand and Devi Dass Heer -- and JE Gurcharan Singh. The bench, after hearing the counsels, directed the senior AAG to file the status report on behalf of GAD secretary in terms of the May 2, 2016 division bench order, indicating the appointment of new IO for holding departmental inquiry against Khan and other suspects allegedly involved in RDA. The bench also allowed three weeks time to Khan's counsel to file response to the allegations leveled against his client in the PIL. The senior AAG, appearing for GAD, submitted that in view of the prevailing situation in Kashmir, the requisite compliance report could not be filed and she sought some more time to comply with the directions passed by the division bench on May 2, 2016. |
