Jammu, July 28 Widening of busy Satwari Kunjwani road is reportedly being delayed not for want of funds but owing to inefficiency of the contractor while R&B department has not initiated any action warranted under rules against the erring contactor for the reasons best known to officers. Sources informed Early Times that usually development projects of government get delayed due to paucity of funds, astoundingly, Public Works Department has sufficient funds available for the completion of Satwari to Kunjwani road widening project but the contractor, executing construction of subways, has failed to complete them, after lapse of more than one year, since the expiry of deadline, fixed by department for the same. Giving details about the project, sources in PWD department said that the department had planned to construct three subways in between Satwari to Kunjwani stretch. "One subway is already completed near Digiana Gurudwara and the second subway is to be constructed near Gangyal industrial chowk", sources said, adding that the construction work of three subways was started under Phase-II in 2013 and proposed date of completion was March 2015 but due to inefficiency of the contractor, only one subway is completed and other still in oblivion while third one is yet to take off. "The callous approach of the department concerned can be gauged from this fact that after lapse of 16 months, rather than imposing penalty on contractor over delaying construction of subways, the department has obliged him, because of his close proximity in corridors of power", said a retired engineer. "Everyone knows that the contractor is reportedly a partner of Former Minister and now also has made close relations with incumbent ministers, therefore the officials of PWD hesitate to initiate any action against the contractor", the engineer added. Executive Engineer of Division Gandhi Nagar, Mohammed Abdullah said that there was no scarcity of funds but there were some minor glitches for the delay in the project. "Soon we will solve the issues and will hopefully complete the project in this financial year", he said. |
