Allegations of land grabbing against VOJ's ex-SSP | HC restrains respondent from any inquiry | | Early Times Report
Jammu, July 28 : High court judge Tashi Rabstan today issued notice to commissioner of Survey and Land Records, Director of Land Records and SDM (north), directing them not to conduct any inquiry against the VOJ's ex-SSP on a complaint till the next date of hearing before the bench. The court directive came in a petition filed by VOJ's ex-SSP Kousal Kumar, seeking quashement of the anonymous complaint of one Attar Singh, son of Ram Singh of Raipur Domana as it was violative of circular No 29-GAD (Vig) of July 31, 2014. He submitted that the allegations levelled against him had already been enquired into and found baseless by the deputy commissioner, Jammu, SSP, Jammu, SDM (north), SSP (CID) SB, Jammu, and the state vigilance commission. The petitioner submitted that respondent No 4 was also figuring in a matter under probe before Vigilance Organization, Jammu (VOJ). During his posting in VOJ, he wanted some undue favour from him which he declined to extend. He also asked him to release the record seized in FIR No 18/2015 which he declined. Resultantly, Rajesh Shavan, Director Land Records, became inimical to him and threatened to teach him a lesson, he alleged. He submitted that he and his wife had purchased two kanals of land from one Pushpinder Singh and thereafter availed the housing loan of Rs 33.50 lakh from the bank for building house over it. The Director Land Record unnecessarily started harassing him and poured in three anonymous complaints in the name of fictitious persons, alleging therein that he had encroached upon the shamlat land, he submitted. The matter was enquired into by the office of governor through the DC, Jammu, who had reported that the allegations levelled in the complaint were misplaced and baseless. On failure to succeed in his nefarious design, Shavan allegedly got an anonymous complaint lodged against him through one Attar Singh and got it entrusted unto himself from the respondent No 3 and on June 22, 2016 directed the respondent No 5 to visit the spot and submit a fresh report within three days. The respondent No 5, under his influence, despite having enquired the matter earlier had again put him to notice, he submitted. --(JNF) |
