30% clerical staff in SWD rules the roost | 'Mockery of transfer policy' | | Early Times Report Jammu, Aug 24: Using their political and bureaucratic influence, over 30% of employees in clerical staff of Social Welfare Department Jammu are overstaying for more than decade and have become so powerful that they rule the roost. Sources told Early Times that the most of the overstaying employees have close proximity either with higher ups or enjoying the political patronage due to which they kept themselves away from transfer procedure. Sources further revealed that one of the clerical staff employees, who has been overstaying for the last 12 years in the Social Welfare Department is close relative of the Former Union Minister Gulam Nabi Azad. They further added that a Director SWD has an authority to transfer the employees especially when an employee completes his minimum two years of the service in one station. But many directors came during the period of this employee but none dare to transfer him which shows that how powerful is he. "A number of times the issue of overstay of some employees was brought in the knowledge of Directors, Commissioners and Ministers in the past but everybody overlooked the issue. Many employees in clerical staff who are posted in other districts and waiting their turn to be posted in winter capital have become hopeless due to apathy of concerned administration," they alleged. The same is the situation in Integrated Child Development Services Department where the most of the clerical staff have never been transferred and overstayed. Overstay of employees particularly in clerical section breeds corruption and ultimately the people have to suffer in getting executed their work. Many schemes never reach to the beneficial due to some corrupt officials with help their staff, they maintained. |
