| Show results in developmental works, Govt directs Babus | | | Saqib Junaid

SRINAGAR, Aug 25: Jammu and Kashmir government has tightened the noose around the Babus and has directed them to show positive results in implementation of developmental works.
Sources said the government has asked bureaucrats that they should fix the responsibility if developmental works get affected for want of funding if they were started without proper approval from Planning and Finance department to know source of funding.
Official sources said the bureaucrats, who have been heading the government departments have been communicated to show positive results on the ground and their lackadaisical approach should not hit the developmental works of the state.
These officials have also been told by the government for compliance of guidelines of Planning and Development department about fixing responsibilities for creation of "unauthorized" liabilities which has put a huge burden on the government.
The government in its guidelines has said that developmental works should be started with proper approval from Planning and Finance department to know the source of funds and the concerned officials will be held responsible if these works get affected for want of funding.
Sources said the legislators and ministers have been starting some developmental works without proper source of funding thus putting a huge burden on state exchequer.
"To complete these developmental works, the legislators tell these officials to release funds for these projects which are beyond the limit of budget resulting these projects remain incomplete for years. Many a times the officials divert funds from other projects to these developmental works resulting all works get affected," they said.
"It is the responsibility of these bureaucrats to make proper guidance to legislators about the source of funds for developmental works. Some of the developmental projects have been started a decade ago but are still incomplete as there was not proper funding for these projects," a senior official said.
They said the authorities have told these officials that their performance will be judged on the proper utilization of funds in these schemes and other developmental works. It has been learnt that many DCs and HODs in some developmental works have failed to utilize the allotted funds resulting the funds under various centrally sponsored schemes have been halted. It has also been seen that some of these officials did not submit the utilization certificates of various developmental working owing which there has been delay in releasing of funds, sources said. |
