Centre drafting policy to secure rights of orphans in J&K | | | Agencies
NEW DELHI, Aug 30: As part of its Kashmir outreach, the Centre is drafting a policy framework to secure the rights of orphans in Jammu and Kashmir. Independent studies have estimated that there could be over 2 lakh orphans in the Valley, many of them as a result of the conflict where they have lost both parents, or widowed mother not able to shoulder the burden of raising children. Many of these children are suffering from psychological disorders as a result of separation from family at an early age and due to the volatile situation in the state. Terrorist outfits like Hizbul Mujahideen have tried to exploit the pathetic state of these children by unleashing a propaganda war against security forces, instigating people to target troops and spread unrest. The law ministry has undertaken a study of orphanages in the state involving a non-governmental organisation in Srinagar. At the same time, the ministry is supporting legal aid clinics involving students of University of Kashmir to reach out to the poor and vulnerable class. The law students have been engaged in activities like legal awareness programmes and translation of pro-poor legislations and other initiatives to address legal problems of the poor. The government has been funding training of paralegal volunteers in the state to provide legal aid to people who are neither aware of their rights nor have the resources to hire a lawyer. An organization called 'K Ford' based in Srinagar was selected to undertake the study of orphanages in J&K and to draft the policy framework for governing orphanages. The draft is under scrutiny. Legal awareness programmes and addressing legal problems of the poor and vulnerable sections was first started as a pilot project in Pahalgam. The centrally-funded scheme has resulted in training of 184 paralegal volunteers in J&K through a local consultant. In January, the law ministry, with the the State Resource Centre in Srinagar, initiated legal literacy initiatives in the Valley. The programme is intended to focus on training citizens on legal literacy by conducting workshops for marginalised sections and a master training programme for "village level entrepreneurs who will organise legal literacy sessions and facilitate people in seeking justice" in different districts. |
