SIC grills Tehsildar

Srinagar, Aug 30: The State Information Commission (SIC) today grilled a tehsildar as the officials of Revenue department were alleged to have tampered with the revenue record in Basohli tehsil of Kathua.
The Tehsildar had denied information in this regard to an RTI activist. SIC has now asked him to provide the requisite information without any delay.
One Hem Raj of Bari Brahmana filed an RTI application on November 6, 2015 before PIO (Tehsildar), Basohli for providing him certified copies of Indraj Girdawari on the basis of which khasra girdawari for Rabi 2014 was tempered in respect of khasra No 1212 of Palahi, Basohli.
However, instead of providing the copy of Indraj Girdawari, Basohli, the PIO asked the appellant to appear before him through a December 3, 2015 letter. He then approached DC, Kathua, filing 1st appeal under section 16 of J&K RTI Act 2009on December 23, 2015, but it was passed on to the Tehsildar, Basohli, instead of providing the requisite Indraj Girdawari. This forced him to again approach the DC, Kathua, in pursuance of his 1st Appeal, but no response was provided. He then finally prayed before SIC that requisite certified copy of Indraj Girdawari of Rabi-2004 may be provided to him.
SIC order says: "The PIO, ie tehsildar, Basohli, is directed to provide a copy of reply to the appellant who shall file objections, substantiating his allegation, if any, within two weeks thereafter. In compliance to SIC directions, the appellant has filed objections to the reply of respondents interalia submitting that it was maintained by the Basohli tehsildar and that Indraj Girdwari could be changed only in the presence of all concerned parties, ie Lambardar, Chowkidar and other prominent persons of the village in accordance with the circular instructions of State Revenue Department. As such copies of such Indraj (record) on the basis of which Khana Kaasht was altered in Khasra Girdwari for Rabi-2004 was required be provided to him. The appellant has prayed that concerned parties may be directed to provide the requisite record on the basis of which the Khana Khaast in Khasra Girdwari for Rabi-2004 in respect of Khasra No 1212 village Palahi, Tehsil Basholi was altered with complete reports of Patwari Halqua and the concerned Girdwar, Naib-Tehsildar and Tehsildar, authenticating the alteration."
