Governor must assess situation under sec 92 of state constitution: Harsh | | | Early Times Report
Jammu, Sept 10: Expressing grave concern over the continued impasse in the state with little signs of retrieval of situation, Harsh Dev Singh, chairman Jammu and Kashmir National Party today appealed to the Governor N N Vohra to assess the situation in the light of sec 92 of the constitution of the state. He said that with the state govt. having lost confidence of the people as well as its control over the situation, the separatists running their writ in Kashmir, development works having been stalled, govt. employees without wages for months together in a situation that exemplified financial crisis and various regions of the state losing faith in the incumbent govt., the situation could aptly be described as 'constitutional failure'. He said that it was high time that the Governor being the constitutional head of the state must intervene, hold deliberations with different political parties, legal experts and different sections of society and take appropriate decision in accordance with the mandate of the constitution. He was addressing a huge public gathering at Rani Park in Ramnagar town today. Commenting on the visit of the All Party Delegation (APD), Harsh Dev Singh said that though the initiative was laudable but had failed to cut the ice with the raging fires in Kashmir showing no signs of regress. Lamenting the neglect of Jammu region by the APD, Singh regretted that merely around 75 minutes were earmarked by the delegation for meeting 18 delegations of this region. He regretted that not only meagre time was allotted to Jammu region, but its issues were also dis-regarded as was evident from the concluding meet of APD held in New Delhi on 7th September which failed to make even a mention of this region in the said meeting. Seeking the indulgence of the Governor, Singh said that the constitutional head of the state must take cognizance of not only the breakdown of law and order but also the allied factors including rampaging corruption, mal administration, non-governance, lack of accountability and transparency which had created huge disenchantment and loss of public faith in the present dispensation. |
