JAMMU, Sept 10: While state government is battling in Kashmir valley to bring normalcy back, several Kashmir Administrative Service (KAS) officers are busy purchasing and later on, leasing out properties in various districts across the state.
Sources said that properties have been purchased across the state but more importantly, in certain cases, they have even been leased out to various non-state subject business houses. They added that the properties include land, flats, shops and space in the shopping malls of Jammu, Chandigarh and in some parts of Himachal Pradesh.
Sources further said that an anonymous complaint was received by the Chief Minister's office wherein it had been mentioned that a young KAS officer had recently purchased a triple story building in Kashmir valley and later, transferred it on the name of his sister. The complaint, a copy of which is with Early Times clearly mentions that the officers grew rich during the last two years.
It asserts that the officers has benefitted from the places of posting he has held during the last two years. "He would take commission from even airline and railway ticket bookings of the senior IAS officers and ministers. He would get the tickets from agents well known to him and then, later on ask them to pay him the commission for having got tickets made from them," says the complaint. It asserts that the officer has been wittingly purchasing the properties.
The complainant has gone on to claim that not only he but his colleagues and two or three seniors who are serving alongwith ministers are charging hefty amounts for transfers and postings. "Since, the state government neither has courage not it likes taking to task KAS or IAS or initiating probe against them for having amassed huge wealth; it becomes obligatory for State Vigilance Commission (CVC) to order a probe so that the reality comes to the fore," the complainant has said.
The complainant has said that a KAS officer has purchased three flats in various locations of Jammu district on the name of his wife, sister and a nephew. He has added that another KAS officer, presently working in a department known as goldmine of government has been earning around Rs. 3.5 to 5 crores per month from various businesses. "He has wealth beyond his known sources of income but no action has so far been taken against him," the complainant has added.
This officer has always remained close to the corridors of power, claims the complainant while adding that from NC to PDP to Congress to BJP this officer has friends everywhere. "I have no issues with officers becoming rich but my question is if they get salaries and allowances only, how they manage to own such huge assets. The source of building such huge assets needs to be probed, "reads the complaint.
A well-connected KAS officer has in the last seven years discreetly purchased residential houses in the posh localities of Jammu and Srinagar city. Another KAS officer from Bhaderwah has seemingly become rich after joining administrative services and after having purchased land worth lakhs of rupees on various parts of Jammu district is now on course to purchase more land in villages of Bhaderwah and Kishtwar.
Presently, the said KAS officer who is holding an important position owns more than 7 Kanals of land, all located at the prime locations but the only wise thing that he has done is that he has ensured that the land is not registered on his name. A few KAS officers may have inherited properties from their ancestors but is highly impossible that all have taken the same route. But a million dollar question here is how these KAS Babus managed to own the prime located immovable assets which otherwise has been mere a 'dream' for even the affluent businessmen.
