RDD forgets sanitation campaigns across JK
No separate budget allocated for IEC activities

Jammu, Sept 10: Ignoring the importance of sanitation aspects in rural areas of the state, the Rural Development Department (RDD) did not allocate separate budget for Information Education and Communication (IEC) activities for spreading awareness and create demand among the rural populace for sanitary facilities.
Sources told Early Times that due to an increasing realization that, in any water and sanitation programmes, continued access to water and sanitation services is not enough to sustain hygienic behaviours, the Information Education and Communication campaign was launched.
"It is the awareness and the education component of a sanitation programme that leads to sustained behavioral change and the objective would have been achieved through (IEC) campaigns involving communities and grassroots organizations can accelerate the process of change and hasten the adoption of sanitary practices," they added.
They further informed that despite all these facts, the Director, Rural Sanitation, did not allocate budget separately for (IEC) activities intended to trigger the demand for sanitary facilities in the rural areas for households, schools, Anganwadis and Centralized Servicing Center (CSC) through behavioral change.
Moreover, the funds were not provided to the District Water and Sanitation Mission (DWSM), Blocks and Gram Panchayat separately for carrying out various activities under IEC component but in some cases where some DWSMs were selected did not prepared the annual plans for carrying out IEC activities.
"Rs. 1.41 crore comprising 3.27 per cent of total expenditure were spent on carrying out the IEC activities during the period 2009-14 in the selected districts but IEC personnel were not appointed in many blocks. Regular staff had not been imparted training to create awareness about preventive and curative aspects of health among the masses besides, IEC activities like inter-personal communication and door to door contact had also not been carried out, they maintained.
