Patwari sentenced to 2 yrs prison in corruption case | | | Jammu, Sept 10: Special anti-corruption judge, Jammu, Sanjeev Gupta today awarded two years imprisonment to a patwari in a corruption case. Harbans Lal, then patwari halqa Ratnal, Bishnah, was caught red-handed by VOJ while demanding and accepting the bribe money. He was posted as patwari halqa Ratnal in 2010. Complainant against him was lodged by one Sham Lal. He said he approached tehsildar, Bishnah, through an application to obtain copy of Misel Haquit of his 15 kanals 11 marlas of land falling under khasra No 174 at Ratnal. The tehsildar marked the application to the accused, who demanded a bribe of Rs 4,000 from him. When he told the patwari that he could not arrange the money, he asked PW-5 to come to his office on August 19, 2010 at Bishnah with the bribe amount to get the copy. This compelled him to make a written complaint against him on the same day to the VOJ SSP which led to the registration of FIR against him under section 5(2) of PC Act read with section 161 of RPC. A VOJ team, headed by DSP Khalil Poswal had later caught him red handed while accepting the bribe. After hearing the two sides, the judge observed that act of the accused was no less than extortion under the colour of his official duty which had brought a bad name to the entire institution, amounting to betrayal of trust of his office for individual pecuniary gain. "Therefore, he deserves no sympathy and is convicted under section 5(1) (d) read with section 5 (2) of P C Act and section 161 of RPC," the judge said and sentenced him to simple imprisonment for two years and also imposed a fine of Rs 5,000 on him for each offence.
