RTI activists allege deliberate delay in providing information Under RTI Act

Rajouri, Sept 11: Officers heading government departments in Rajouri district have made the mockery of Right to Information Act by denying information sought under this Act for the last few months on one or the other pretext.
Various RTI activists at Rajouri today alleged that many a times information sought by them was denied and their RTI queries were gathering dust in the offices of Chief Education Officer (CEO), Assistant Commissioner Development (ACD),Assistant Director (AD) CA&PD and others.
"The activists had sought information related to discrepancies and irregularities in the above said departments but the concerned officers/officials did not care to respond to our queries" said Suresh Kumar, an RTI activist.
While citing examples, an RTI activist said that information was sought under RTI from the Director Rural Development vide fee slip No 04G/890670 dated 22/4/2016. He added despite two appeals vide speed post receipt no RE/858587102 dt/17/5/2016 the concerned officials didn't respond till today and may be deliberately hiding the alleged multi crore scam.
"Interestingly in Rajouri district not even a single RTI case was settled yet under this act despite several attempts by the RTI activists. On April 12 vide receipt No. 77G/132088/dt/9/4/2016 and again despite approach to 1st and 2nd appellant and despite direction of the secretary Pahari Advisory Board vide letter No.ADB/PSP/RTI/148/dt/27/4/2026, Warden Pahari Hostel was withholding information under this Act" said Suresh Kumar. Amir Mir, another RTI activist said that RTIs filed with other departments including CA&PD also met with similar fate.
Another RTI activist Mohd Tariq had sought information under RTI act from the Chief Education Officer (CEO) Rajouri regarding the Educational Qualifications / Institutions of the teachers/masters from where they got their degrees, but the information has been withheld by the concerned officer as he wanted to save the skin of some blue eyed.
He added many such employees allegedly by adopting unfair means have got promotions in their respective departments by fraudulently producing fake degrees/ categories.
In another RTI information sought in Mid Day Meal scam, Director school Education vide office letter No.DSEJ office no/appeal/2016/29653/55/20/8/2016.directed CEO Rajouri to attend her office at Jammu along with required information (about Mid Day Meal scam) but despite that, applicant is still waiting for the information.
"Senior Education officers at Rajouri have engaged some junior most teachers/RET teachers ignoring qualified Masters in the Mid Day Meal project and these teachers reportedly have misappropriated the MDM money for which the information was sought" said Amir Mir.
