JK Govt sits over revision of recruitment rules

Kishtwar, Nov 13: Although strengthening of service cadre in government departments is a continuous process for improving efficiency and enhancing work culture, the successive governments in Jammu and Kashmir have turned a deaf ear to the proposal of Director Tourism Jammu & Kashmir with regards to the revision of Recruitment Rules and reorganisation of Tourism Department.
The official sources told the Early Times that the files pertaining to Tourism Deptt's Recruitment Rules are gathering dust in the civil secretariat since 2008, ie for nearly a decade.
The official Sources said that the J&K Tourism Non-Gazetted Subordinate Service Recruitment Rules, Gazetted Service Recruitment Rules were framed in 90s.
"Even with the introduction of centrally sponsored schemes for devolopment of Tourism in various potential areas which envisage increased Tourism related activities many folds, buy no change has been made in the J&K government in recruitment rules," the sources said added that the Tourism directorates submitted the proposal of revised recruitment rules to the state government in 2008 and unfortunately its approval was still awaited. Moreover, they said that the J&K Tourism Gazetted (Service) Recruitment Rules framed in the year 1992 even after 24 years has not been ammended nor had been considered for revision by the government till date.
"This shows the government apathy to improve the functioning of the Tourism department which was allegedly fraught with the issues like management of Tourism resources, development of tourism in backward areas, protection of Tourism estates and social responsibility towards its employees" sources said.
They said that Tourism is considered as the back of government economy in the state of Jammu and Kashmir added that in last 20 years, successive governments fails to spread it to other areas of the state, further added that the infrastructure created in 1990, and later in 2000s by framing various Development authorities are losing its glory due to non availability of staff strength and proper management system.
"TRC Kishtwar, Saffron Safari at Poochal Kishtwar, Water Sports park at Dool Kishtwar are the assets cratered by the government through Kishtwar Development Authority by spending crores on it and all are in shamble condition due to government apathy" said the officials. They said that like infrastructure created by the Kishtwar Development Authority, the infrastructure developed by several other development authorities are in shamble condition which needs to be saved by put fast recruitment system in place so that all these infrastructure which are losing its glory could be protected bedside will be converted into profit earning units. The officials urged upon the Chief Minster Mehbooba Mufti who is also holding the charge of Tourism Minster to look into the issue so that the functioning of the department could be brought on track.
