Early Times Report

Jammu, Nov 13: The efforts of the government to streamline the functioning of various departments ordering detachment of the employees attached in Civil Secretariat, have turned out to be futile exercise with many bureaucrats dishonoring the order by allowing their blue eyed employees to continue working under their control.
Sources told Early Times that a strong lobby of officers encourages attachment of employees from the subordinate departments either to oblige their own blue eyed or to oblige their senior officers/ ministers in Civil Secretariat.
"Taking cognizance of the attachment menace in the Civil Secretariat, the Chief Minister Mehbooba Mufti recently issued instructions to all the heads of the department to detach all the employees to their parent departments. The decision was taken to avoid unnecessary burden on the state exchequer which is expended on these employees during move and benefits given to them," they said further adding that with the attachment of these employees, the working in their parents departments suffer and people have to face the difficulties.
They further said that after Chief Minster's order, the Chief Secretary asked all the Administrative Secretaries to take immediate action on detachment of employees and accordingly many departments issued detachment orders including Home, PHE, Relief and Rehabilitation etc.
"There are around 550 employees which have been attached in over 30 administrative departments in Civil Secretariat but shockingly after Darbar opening in Jammu the partial impact of the order was seen as half of these employees were still seen working in the administrative departments despite their detachment," they informed. Most of the employees still sticking to the departments in Civil Secretariat despite their detachment order are mostly from Kashmir region who are using their influence to stay on, they alleged.
