Kashmir to face governance deficit in winters also | | | Muhammad Mukaram Srinagar, Nov, 13: Even as Darbar has moved to Jammu for six months, winter capital of the state continues to face governance deficit as this time there is no winter secretariat in Kashmir. This year the state government had made it clear that there would be no winter secretariat available in Srinagar. The order was issued as the Kashmir witnessed unrest for past more than four months. "Yes, we were already informed that the civil secretariat in Srinagar would hold no offices during the move period and no ministers on rotational basis would be sent to Srinagar," an official told Early Times. "We are confused whom to believe, separatists or the government. We have seen no governance for past four months due to the prevailing situation in the Valley, may be government has initiated this step to punish people," said, Abdul Rashid. "Of course, we are facing lot of hardships this year due to the prevailing situation. We have lost everything as unrest during the peak season has broken our back, what can we do now?" asked a businessman, Zubair Ahmed, who runs small unit. "My file was under process in the civil secretariat but now I have to move Jammu for that file," he added. Political experts said that this time the government will face lot of criticism from every corner as it has left people in lurch. However, a senior People's Democratic Party leader and party's chief spokesman Mehboob Beigh said: "Practically there are at least two to three cabinet ministers and several ministers of State present in the Valley. On rotational basis ministers would continue to visit the summer capital to listen to woes of people," Beigh said. |
