SRINAGAR, Nov 25: Lack of coordination between different government departments and non-releasing of funds are main reasons for poor drainage system in Srinagar city, which lead to water logging in various places of the summer capital even by slight downpour, officials said. Even the slight rainfall leads to water logging due to poor drainage system thus bringing immense inconveniences to the people However, a senior official of Srinagar Municipal Corporation (SMC) wishing anonymity said very less funds are being released for drainage system of the Srinagar city. "Due to non-releasing of funds we are not able to make improvisation of drainage system of the City," the official said. He said there was a lack of coordination between different departments which was one of the main reasons for non-improvisation of drainage system here. "The R&B, ERA and other departments first makes the construction of roads then we have to spend a lot of money in making the drainage system and then on repairing of roads. Before any road construction, the drainage system shall be in place prior to that," he said. He said some contractors had stopped the drainage works due to non-releasing of funds. "How can we ask the contractor to complete the drainage works when funds are not being released to them," he said. The drainage schemes in Jammu and Kashmir have been hit due to delay in releasing of funds under annual plan by the Central government. Official sources said of the over 500 drainage schemes in the State, 200 schemes have been completed over the years, while work on other schemes either have been stopped or going at snail's pace due to non-releasing of funds. The official also blamed the common masses for blocking the drainage lanes. "People thrown litter into the drainage pipes which leads to over flow and create water logging," he said. The poor drainage system has always been a concern for the people and the administration alike during the rain or snowfall as various areas remain inundate for days due to lack of proper mechanism for draining out the water. However, a senior official of HUDD said Government had made a comprehensive master plan which will overcome drainage and sewage problems in the State. He said the unplanned constructions were also the reasons for poor drainage system in the State especially in the Valley. |
