For GAD officials, there's no transfer policy | JAs to Addl Secys overstaying | | Arun Singh Early Times Report Jammu, Nov 25: Making mockery of so-called transfer policy of Government, the influential employees are virtually ruling the roost in General Administration Department (GAD). These officials have succeeded in managing their stay in the GAD by keeping themselves away from the transfer purview. Which explains why over 60% of GAD staff, from Junior Assistant to Additional Secretary, is overstaying ranging from 7 to 14 years. Sources told Early Times that every time GAD issues a transfer order of its officials, it sparks controversy. But shocking part of the recent transfer orders is that the department, which effects transfers and postings in various administration departments in Civil Secretariat, has never implemented the transfer policy for its employees in true spirit. "In every section of the GAD, the staff is overstaying. The so-called transfer policy doesn't apply to its staff. The strong lobby within the department always make sure to safeguard their interests," sources said. They said some employees in the GAD were staying since their appointments many years ago. They were appointed as Junior Assistants in the GAD and got promoted to Head Assistants, but have never been transferred even after 10 years. "Some Section Officers (SOs) in GAD are overstaying for the last 10-12 years; some employees are in the Vigilance Section of GAD since their appointment. Similarly in the Establishment Section, which controls all establishments of non-gazzeted employees right from orderly to SOs and makes postings and transfers, nobody has been transferred. The Service Section, which deals in IAS, KAS officers' matters, and in Cabinet Section, Head Assistants and Senior Assistants, are over staying," said sources. Ironically, an employee in GAD, who was working for the last 14 years and was recently promoted as Under Secretary, managed to evade the transfer from the department. Four other employees who were promoted as Under Secretaries with him belonging to other departments were transferred after their promotion. Notably, the Additional Secretary of Establishment Section of GAD is overstaying for the last four years. Despite being a KAS officer, he has not been transferred, apparently due to influence, sources added. |
