J&K only state from where NHRC recommended Relief in just one case in 3 years | Complaints against Police personnel… | | Early Times Report Jammu, Nov 25: In what can reveal a proper mechanism with J&K's Home department with regard to registering record of complaints against the Police personnel and lack of coordination with the National Human Rights Commission, in a state where such cases are ample, the Commission has recommended Monetary Relief and Disciplinary Action in just one case during the last three years. Even as there are scores of complaints during these years, the Monetary Relief so recommended in the case is Rs 500000. This information which was given in the Parliament two days back by the Minister of State Kiren Rijiju only discloses poor rapport between the state government and the NHRC which is authorized to recommend not just monetary relief but also disciplinary action against the erring cops in cases of human rights violations which are galore in the entire state. Sources said NHRC having recommended relief in just one case during the last two years is also attributed to the fact that neither the Police Department has any portal on its own which can show the number of complaints registered against the personnel nor does the state government NHRC to have direct liaison, rather interference in most of the cases as the latter as per constitution has limited jurisdiction in the matters. Even though the MOS Home admitted in reply to a query that number of complaints registered about alleged violations by the Police personnel has been around 30 % during the last three years as also during the current year. Though NHRC has issued guidelines to all the state governments for procedure to be followed in the cases of deaths during the course of police action, involving expeditious magisterial enquiry and reporting within 48 hours to it (NHRC) the cases of deaths in police action, these guidelines are seldom followed in the J&K state in spirit, sources said, which is why there is little or no follow up on part of the Commission too in providing justice to the victims. As per the information given by the MOS, a total of 68 cases against Police were reported during the year 2013-2014 out of which 60 are said to have been disposed and 8 are pending. During 2014-2015 47 cases were registered out of which 39 are claimed to have been disposed and again 8 cases are pending for this period. The following year show less number of cases so registered at 38 with 32 disposed and action pending in 6 cases. In the current year, government has claimed that only 26 cases have been registered against the Police out of which surprisingly 22 stand settled or disposed of and just 4 cases lie pending….! |
