VIP communications even from Guv's Sectt, CM's office, Union Ministries not responded | Admin Secretaries pulled up for delay in disposal, dumping of DO letters | | Early Times Report Jammu, Nov 25: Consequent upon complaints that DO letters and even VIP communications/correspondence details are invariably 'dumped' by the Administrative Secretaries, the General Administration Department has pulled up the department heads directing them to ensure expeditious disposal within fixed timeline and also evolve a mechanism to have follow up with regard to action taken with different sources from where the DO letters are received. Sources said even though GAD has been repeatedly issuing instructions emphasizing on need for evolving appropriate mechanism for prompt and timely disposal of the references in the DO letters received from different departments and ministries, no heed has been paid by the Secretaries or concerned officials in following the same in spirit. It has been observed that invariably the DP letters or communications from various ministries of Union Government remain dumped and no response is given to these letters, sources said even there are some instances where some departments have ignored VIP communications and correspondence from even Governor's Secretariat and Chief Minister's office in the state. Sources further said more often than not, the Secretaries consider only such letters which come from highly influential quarters where even the issue of reference may not be significant and no matter it comes from a simple MLA or MLC. On the contrary, if a DO letter from CM's office or PMO lies there for days, it is not paid heed, sources said, implying the disposal of such letters is purely on the basis of personal approach and contacts most of the time and not much priority is accorded to VIP communications. Disposal of the DO letters with Administrative Secretaries also depends on the content of the matter or issue so sought to be handled, sources said, adding if it is easy and convenient to handle, the letters see timely disposal, whereas if they find that the matter would compound or complicate their work, it is dumped. ET has proof of the instances where official communication and DO letters from even President of the country, PM and Governor's Secretariat have been dumped for a long time in the Secretariat even though it was on a public oriented issue. Pertinently, the issue of disposal of VIP communications/DO, letters received from various Ministries of Government of India and the communications from Governor's Secretariat came under discussion in the CoS meeting held recently and it was observed that no such effective mechanism has been put in place to monitor the disposal of these communications and replies to the concerned Ministries in Government of India and Governor's Secretariat. However, taking serious note of the matter, the GAD in its order issued afresh vide Circular No.42-GAD of 2016 Dated:22-11-2016 it has been impressed upon all Administrative Secretaries to set-up a cell in their departments to monitor the disposal of VIP communications/DO letters /Communications received from Government of India/Governor's Secretariat, Chief Minister's Secretariat, Ministers/MPs/MLAs/MLCs. It has further directed that incharge of the Cell shall ensure that response(s) whenever required , and the same is sent by the concerned departments to the concerned Ministries within fixed timelines. While bringing it to the notice of all Administrative Secretaries, they have been asked to show strict compliance of it within one week. |
