JKRCEA organizes convention of Ist Foundation Day | Demands implementation of status quo granted by SC | | Early Times Report
Jammu, Nov 27: Jammu Kashmir Reserve Categories Employees Association (JKRCEA), heads of various socio-religious groups of the communities, retired employees forum, youth and students today attended the celebrations of 1st Foundation day of JKRCEA held at the Gurjar Desh Trust here today. Nazir Ahmed Gurezi, Deputy Speaker, J&K Legislative Assembly was chief guest at the function and Bushan Dogra, Vice Chairman, State Advisory Board for the Development of Scheduled Caste and Masud A Choudhary, EX-ADGP and Founder Vice Chancellor, BGSB University, Rajouri were guests of honour on the occasion. Whereas, President of JKRCEA, Sanjay Bhasin Presided over the function. The participants in large number from all over J&K took part in the day long convention in which problems being faced by SC/ST/OBCs and other reserved categories were discussed and deliberated threadbare by the speakers. It was unanimously resolved that it shall be stressed upon the government through legislatures, socio-religious groups and retired forums to implement the order Stay Order granted by Apex Court (in SLP tiled Naseeb Singh Versus State and ors) against the Division Bench order of striking down provisions of Reservation in Promotions dated 14-12-2015. On the occasion, an impressive cultural prog-ramme was also organised in which the noted Gojri Singer, Bashir Mastana and his team, Dogri folk singer, Romalo Ram and Party and Inqabali Natak Manch mesmerized the gathering. Sanjay Kumar Bhasin brought into notice of audience the present position of court case pertaining to reservation in promotions. It was submitted that Apex court stayed the DB Judgment and hence Reservation in Promotions is alive till the final outcome of the decision of Apex court. It was also revealed that GOI has been impleaded as party to submit it s response on Article 370 & 35 A. In view of this it may take years to decide the issue. Hence it was stressed upon the government to carrying on promotions of all employees as per Reservation Rules. Masud A Chaudhary, former vice chancellor BGBS university congratulated JKRCEA team for the hard work they have done in one year to safe guard the constitutional rights of reserved categories. He said that ultimate solution to the vexed problem of reservation in promotion lies with the political solution and the state government must safe guard rights of the reserved categories as well as its own law. He also submitted that these categories are under-represented in government job and hence they need to be accommodated as per their share. Nazir Ahmed Gurezi, the chief guest on the occasion congratulated the JKRCEA team for organising such a wonderful function. He said that no stone shall remain unturned in the next assembly to restore reservation in promotions. It shall be brought into notice of the government regarding plight of reserved categories that are more than 50% of total population of the state and shall be in political decision making at a given point of time. He said that irrespective of party politics reserved categories MLAs have to come to a common platform to get the provisions of reservation restored in assembly. He said that Apex court in many judgements have opined that reservation is a State subject and the assembly can deal with the issue. He said that it is well within the notice of various political parties that reserved categories are under represented and hence due representation needs to be given to them. To recognize the distinguished services of few personalities of their community, JKRCEA presented the Life Time Achievement Awards to Masud A. Choudhary, K.C. Bhagat, Er. B. R. Dogra and H.R. Phonsa. Similarly, award of honor was also presented to about 38 members of Scheduled Castes, Scheduled Tribe and Other Backward Classes communities for their commitment to their community cause. |
