Now MD JKHC misleads Industries Minister | Corporation continues to be a sick unit… | | Early Times Report
Jammu, Nov 27: After providing misleading information to state legislature last year, Managing Director (MD) J&K Handicrafts Corporation has now mislead Industries Minister along with Board of Directors during its board meeting held at Jammu recently. As per details available with Early Times, MD JKHC claimed that corporation sales crossed 14.24 crores during the financial year 2015-16 , but he kept the board in dark including its Chairman (Industries Minister) about the liabilities and expenses . It is true that corporation sales touched 14.24 Crores from sale of handicraft items sold at its several branches located in J&K and in at least 10 cities of the country during last financial year, but when the expenditure in the corporation is calculated, it is clear that JKHC is running on loss….. From July on-wards corporation has not been able to pay salary to its employees posted outside state , sources said. An amount of 1.25 Crores is yet to paid to employees under CP fund, Rs 80 lakh are pending under Cost of Living Allowance (COLA) , 50 Lakhs are yet to paid under gratuity and leave salary. Head office salary of Rs 150 lakhs is yet to be paid from October. As the corporation continues to be in losses, Govt compensated it with a budgetary support of Rs 86 lakhs last year. " By making all these tall claims , MD of the corporation is trying to create an impression in the press that all is well in the corporation and the reality is that JKHC is completely ruined" said a sales representative (name withheld ) who is working in JKHC from last two decades. It is alleged that said MD had illegally promoted 210 employees of the corporation in lieu of monetary gains, and the issue was taken very seriously by the administrative department. Pertinent to mention that MD JKHC last year had shown utmost disrespect to state legislature, by providing misleading and incorrect information to state assembly about the appointments made by the corporation from last three years. A member of state legislature had asked Government about the appointments made in State Industrial Development Corporation (SIDCO), SICOP, JK Cements , and Handicrafts Corporation. To this question the Managing Director JKHC said that his corporation has not made any such appointments from last 3 years. But as per reliable sources, Managing Director JKHC has made as many as four appointments in the Handcrafts (S&E) Corporation. The said backdoor appointees are as on date posted in various branches of Handicrafts Corporation. The details of backdoor appointees are: Syed Anzar posted at Residency Road branch Jammu. Gousia posted as head office of Handicrafts Corporation Srinagar . Richa posted at Residency road branch Jammu, fourth one is posted at Baba Kharag Singh Marg branch of Handicrafts Corporation. Sources say that these influential people have been appointed in JKHC in violation of rules and the MD deliberately mislead the state legislature by providing misleading information about these appointments. Providing incorrect and misleading information to state legislature is considered to be a heinous crime , and the officer who provides such misleading information to legislature can even loose his job. The tainted MD has managed to get grade promotion for himself from the corporation he heads. The MD got himself promoted in the grade of 34400 -67000 with grade pay of 8700 vide order no 119 JKHC Of 2014 dated 24-10-2014 which is totally illegal and against the rules as the said promotion was not authenticated by the General Administration Department. The Industries department which is the administrative department for Handicrafts Corporation vide its order No: 149- IND-of 2016 dated 3.8.2016 had finally cancelled the said order as the same had been issued by the corporation itself in violation of norms. |
