‘e-governance’, digital functionality still a distant dream in J&K…! | IT deptt's service rules finalized years after in Oct cabinet meeting | | Early Times Report Jammu, Dec 1: J&K's IT department, in contrast to its counterparts elsewhere, is still in the infancy stage, thanks to an oblivious government and those at the helm who are taking their time in making it fully functional and a robust wing. Sluggish pace in getting it fully established is albeit serving other departments which are shy of adopting e-governance mode a 'desired' purpose. Sources said while the IT department came into existence five years back, it has not been able to keep its pace in delivering and serving the very purpose of its establishment due to a deliberate approach and reluctance of some officials at the helm of affairs over the years. Surprisingly, the cabinet of present government years after it has come into being, approved rules and regulations for service & recruitment in the cabinet meeting held in October this year before closure of Durbar in Srinagar, sources said adding that this only reflects how things are moving with this most vital department of the government. While it took nearly four years to frame and finalize these rules, one can well imagine how long it would take to set up its Directorate offices and the staff for these offices, sources said adding that a full fledged IT department in completely digitized mode of functioning in all the departments is still a distant dream in the state. Sources said sluggish pace of things with IT department suits most of the other departments and officials at the helm as they are hesitant and reluctant in adopting e-governance mode in their functionality. A majority of the departments have a fixed set of own 'priorities' in terms of their working style even in key areas and they are quite shy of, rather disinclined to show or reveal information on their websites, sources said. While a fully functional and technologically robust IT department could have spearheaded and facilitated other departments setting up own websites, it has not been so on the ground despite thrust of two PDP Chief Ministers on digitized functionality of the departments. While some officials are showing reluctance just because they are still comfortable with 'primitive' style of working, there are many who do not deliberately allow it to happen, almost in tandem with the approach of IT department which is taking its own time in getting fully functional, sources further said. |
