| Enquiry implicates DC office Kishtwar employee of embezzlement | | |

Kishtwar, Dec 1: Nearly a month after Deputy Commissioner Kishtwar Ghulam Nabi Balwan ordered for constitution of three member committee to probe the bungling in purchase of various items for official use in his office , three member inquiry committee headed by Tehsildar Headquarter Majid Jahinger Najjar implicated Nazir in its interim report submitted by him to Additional Deputy Commissioner.
As per reports , the interim report submitted by Tehsildar Headquarter vide No. DCK/HQA/1094/16 found various lacuna in the purchase of stocks as well as missing of stock kept in the safe custody of the said employee.
The inquiry committee was constituted on the direction of DC by ADC Kishore Lal Sharma vide No. DCK/HQA/1011/14-16 dated 2-11-2016 to look into the stock items from the office complex of DC.
In his report the chairman of the committee stated that the said government official was responsible for store and stock of items and to effect proper entry of each and every purchases made into the requisite records to be maintained under rules and involved also in all kind of purchases involving both assets and perishable items made in the office of DC added that till date the said official had failed to provide the committee with the list.
"on very first day of investigation, the committee conducted the raid in the office of the concern official and seized contingent register and dead stock register and the committee in the preliminary examination of the aforementioned record has found recording of various stock entries not in conformity with the specific rules in vogue " read the interim report of Tehsildar Headquarter.
The committee in its report further claim that it had found many other grass irregularities being committed in the making of purchase, store and stock of items disposing off the dead stock have been pointed out.
"No issuance register has been maintained beside, the annual physical of store and stock items as compulsory under rules have not been found in practice in the office." Read the report. The report further claims that non providing of the list of physical available items under different categories lying with the office by the official in question has hampered the process of investigation and obstructing the committee to arrive at final observation regarding the missing stock. The interim report also carried the signatures of Assistant Director Planning and Assistant Treasury Officer, District Treasury Kishtwar.
When contacted Deputy Commissioner said that the salary of the said employee has been withheld with immediate effect added that ADC has been directed by him to look into the interim report as well as has been asked to take effective measures to ensure further inquiry into the allegations found against the said official by the interim committee. DC Kishtwar assured action against the guilty official or officials involved in misusing the government property or any kind of embezzlement by the said official.
It is pertinent to mention that after reports of embezzlement and misuse of government property Nazir,s posted at DC Office, DC take serious note of the complainants and order for immediate constitution of committee to probe the matter that has found grass irregularities in its interim report. |
