Kishtwar, Dec 1: The promotion after qualifying the services as per rules is the right of Employees but it is the other way round in department of Tourism in Tourism rich state of Jammu and Kashmir commonly referred to as "Paradise" on War. As per the details available with "Early Times" almost decade long pending Departmental Promotion Cases (DPC) have irked the employees posted in Jammu and Kashmir Tourism Department. The reliable sources informed the "Early Times" that the process started in 2012 for DPC headed by the then Director Tourism Kashmir beside Director Tourim Jammu and other senior officials of the department as its members. The sources said that the seniority list of both Executive and Ministerial staff has been published by Department more than thrice in local news papers, but due to unknown reasons the DPC commitee did not organise a single meeting till date. As per the sources, 12 posts of Tourist Officers and 05 posts of Assistant Director Tourism in Jk Tourism department are lying vaccant out of sanctioned strength of 20 Tourist Officers and 11 Assistant Directors thus hampering the process of strengthening of service cadre even though the reorganisation in government departments is a continuous process for improving efficiency and effectiveness of work culture, but successive governments has turned a deaf ear to the proposals of both the then Tourism Directors of Jammu/Kashmir as regards the reorganisation of Department on modern lines . If going through the various information available on official websites, the various Government departments has reviewed it carder strength years ago, but due to the apathy and the biased attitude of Higher authorities these files are gathering dust in the civil secretariat and in both Tourism Directorates of Kashmir/Jammu since 2008, I.e for nearly a decade. According to official sources, since 1985 no Gazetted officer of Tourism department has been confirmed by Public Service Commission & Departmental Promotion Committee till date despite the fact that the J&K Tourism Non-Gazetted Subordinate Service Recruitment Rules, Gazetted Service Recruitment Rules were framed in 90s. "Even with the introduction of centrally sponsored schemes for devolopment of Tourism in various potential areas which envisage increased Tourism related activities many folds--- no change has been made in the recruitment rules," the said added that the Tourism directorates submitted the proposal of revised recruitment rules to the state government in 2008 and unfortunately its approval was still awaited. It was not only the Tourism Department, JKSSRB too fails to make the selection list for the 6 posts of Assistant Tourist Officer for which JKSSRB conduct the interview almost 8 months ago which is still eating dust in JKSSRB for want of publication of the selected candidate list. Moreover, the J&K Tourism Gazetted (Service) Recruitment Rules framed in1992 are yet to be amended even after the lapse of 24 years and had even not been considered for revision by the government till date, sources alleged. The sources urged upon the Chief Minister Mehbooba Mufti and Director General Tourism Farooq Ahmed Shah to personally intervene into the matter and setup the committee for speedy disposal of all the pending cases related to the departmental promotions. |
